Evaluation Of The Effects On Returning Croplands To Pasture And Forestry

Taking Wulanchabu city as a sampling site the implementation of the project of returning farmland to grassland and forest land was investigated by way of live investigation, questionnaire and informal discussion, and the model used in implementation of the project, experience and effect after implementation of the project and the problems existed were analyzed in details, on this basis some proposals were suggested:(l)The principles, "comprehensive coordination" ,taking measures to local conditions, taking technique as supporting system and taking policy of diversified economic management and economic compensation as backing, should be adhered to;The general plan of returning farmland to grassland and forest land should be done well, and "the management regulations of returning farmland to grassland and put into (2) The general plan of returning farmland to grassland and forest land should be done well, and "the management regulations of returning farmland to grassland and forest land" should be worked out and put into practice as soon as possible;(3) Input to returning farmland to grassland and forest land should be increased, more investment to basic facilities should be put and guaranty for farmer and herdsman should be provided in all aspects;(4) The evaluation and indices system for implementation of project of returning farmland to grassland and forest land should be established. (5) The farmer and herdsman in the project district should be trained and enhanced in production technique and to guarantee balance mechanism of ecological effect newly established and to consolidate the achievements in farmland to grassland and forest land .
