Construction And Operation Of The Inspection And Supervision System Of Vegetable Pesticide Residues Of Qingdao

Vegetable, a kind of necessary food in life, is close related to the public health especially for its pesticide residues. In China, vegetable is produced by thousands of households, and distributed by thousands of households. It's very difficult to solve the problem of pesticide residues effectively if we rely solely on market mechanisms. The government has the responsibility to strengthen inspecting and supervising the pesticide residues in vegetable. Therefore, it is necessary to establish a market supervision and inspection system for the safety of vegetable, to keep social stability and economic developing.In this paper, pesticide, pesticide residues, and their hazards were described. After studied the law and the current valid Maximum Residue Limits (MRLs) of our country for pesticide residues in vegetable, the paper determines 109 kinds of pesticide residues that are necessary to be inspected. The pesticide residues pre-processing technology and pesticide residues inspection technology were deeply studied.In this paper,the law and the current valid Maximum Residue Limits (MRLs) for pesticide residues in vegetable were analyzed, and find that there are some conflicts in these standards and laws. It takes us some difficulties to judge the safety of vegetable. Using the spirit and principles of the law, we try to solute the conflicts of these standards and laws.According to the conformed pesticide residues in vegetable, a method of gas chromatography mass spectrometry (GC/MS) and gas chromatography (GC) for inspecting pesticide residues in vegetable was established. Conditions,such as extraction solvent, sample injection volume, retention time locking software, select ion method (SIM), maintenance of equipment and application of macro, of GC/MS method were studied, and use phoxim as example, conditions,such as inlet temperature, oven temperature, accuracy and precision, of GC method were studied, then find a suitable method of GC to inspect pesticide residues in vegetable.The method of rapid inspection plays an important role in controlling pesticide residues. The applications of the pesticide residues rapid inspect card and instrument in rapid inspecting of pesticide residues in vegetable was evaluated, the limit of inspection and repeatability were studied. The result shows that rapid inspect card is suitable for the retail market, and pesticide residues rapid inspection instrument is suitable for the wholesale market.The composition and the responsibilities of Qingdao three level inspection network systems for the pesticide residues in vegetables were analyzed, the control aims of all level and the suitable inspection method was conformed. The municipal inspection center can use gas chromatography mass spectrometry to inspect multi-residues in vegetable, and use gas chromatography to inspect some others. The wholesale markets use pesticide residues rapid inspect instrument to inspect pesticide residues daily and the retail markets use pesticide residues rapid inspection card.The paper adopts protection systems of testing technology, testing supplies and monitoring system to keep the vegetable pesticide residues inspection and supervision system effectively operating. The unqualified vegetable measured by rapid inspection, we use the method of"agreement destruction"to deal with. As for this system, the government can resolve the legal limit and the limitations of the standard, and prevent the unqualified vegetable continues flowing to people's table.By the operation of the inspection and supervision system of vegetable, vegetable market access can be mastered effectively. This will be helpful to promote the production of safe vegetable, and provide consumers a good purchase environment. Facts have proved that the vegetable is safe and controllable, and the vegetable pesticide residues inspection and supervision network system is effective and reliable.
