The National Soil and Water Conservation Information Infrastructure ( NSWCII) is not only a key issue for regional soil and water conservation research, but also one of the important parts of national spatial information infrastructure. Systematic dada arrangement, management and analysis, reMapObjectsving the boundaries between different departments, and improving the data standardization and information share is of great importance to policy making in soil and water conservation.This paper, according to the system demand analysis, collected the long-term soil and water conservation data of Shaanxi province. These data were then arranged and standardized according to published criterion. A soil and water conservation information management system for Shaanxi province was then developed and established using secondary development technique of database, components GIS-MapObjects and the programmer language VC++. The main results are as follows:(1) Established a basic database for soil and water conservation in Shaanxi Province. Collected soil and water conservation data from 11 cites and 101 counties in Shaanxi province. These data were then arranged and standardized according to the relative criterion and an attribute database was established on the Access database platform. Meanwhile spatial data were also processed using the Geoway,Arcgis,Arcview and Erdas and a spatial database was established.(2) The function and structure design of soil and water conservation information management system in Shaanxi province: According the system design principle and user demands analysis, we designed the function and structure of soil and water conservation system in Shannxi province. Based on the secondary development study on GIS by VC++6.0 and components GIS-MapObjects, the soil and water conservation information management system in Shaanxi province was developed and established fundamentally. The spatial data and attribute data were combined into the system and linked by the key field which realizes the bidirectional search between spatial and attribute data. The system not only has the GIS's basic functions including displaying, inquiring and graphic editing, but also has major MapObjectsdels such as soil and water conservation evaluation MapObjectsdel and so on, and gives help to decision making. (3) Established a soil and water conservation evaluation index database and developed a soil and water conservation evaluation MapObjectsdel. According to the previous study, soil and water conservation evaluation indexes were chosen and an index database was established. Using the analytic hierarchy process method, a soil and water conservation evaluation MapObjectsdel was developed which can be used by soil and water conservationists to evaluate soil and water conservation benefit in small watersheds as well as for other soil and water conservation projects.(4) Analyzed the trend of soil and water loss and soil and water conservation in Shaanxi province, and evaluated the soil and water conservation benefits in ZhiFanggou watershed. Using soil and water conservation management system of Shaanxi province, we analyzed the trend of soil and water loss as well as soil and water conservation in Shaanxi province. Meanwhile, using the soil and water conservation evaluation MapObjectsdel,we evaluated benefit of soil and water conservation in ZhiFanggou watershed. The results showed that, the establishment of information management system in Shannxi realized designed functions and can province a powerful support to soil and water conservation planning and decision-making.
