Soil erosion is the most serious environmental issues in Yellow River basin. Yellow River basin is a special economic region and a key area of the ecological construction and monitoring in China. People pay much attention in this region in recent years, therefore, the establishment of soil and water conservation information system in the Yellow River basin is great importance in soil and water conservation planning, designment, construction, management.This paper introduced the development and application of GIS in recent years. Compared and analyzed GIS exploiting methods of different types, ComGIS method were selected in this paper. Based on the ComGIS method, combined with the object-oriented to the object programmer language C# and ArcObjects, the basic date management information system in Yellow River basin was exploited.The main results are as follows:(1)According to the system design principles and system demand analysis, based on the GIS date of Yellow River basin, the function and structure of basic date management information system of Yellow River basin were designed.(2)The basic date management information system was part of the environment monitoring system on soil and water conservations of Yellow River basin, which was used as the basic framework. In this paper, four main functional modules, the digital viewing, layout of whole page designing and information in/output and system helping, were developed. And this system holds the browse, inquiring, analysis, managing, map drawing and information outputting functions to different GIS dates. Users can find out the application methods of each function by the help module in this system.(3)Acording to the practical applications, the trial run was carried out and each function was analyzed . The results showed that this system can analyze and process different types of GIS data, the whole process from information inquiring to mapping exporting runs perfectly. The establishment of basic date management information system provided a nicer platform for water and soil conservation information system in Yellow River basin. It also can provide a basement for further study.
