Based on the actual needs of macroeconomic policy-making and management of soil and water conservation of Shandong province, this paper has chosen professional GIS software (Region Manager V5.5) using for ecological environment contribution of soil and water conservation as development platform. On the base of a wide range of collection and deep analysis of soil and water conservation data, through Gisocx controls and visual development procedures VC + + programming language, this paper has established management information systems of soil and water conservation of Shandong province which can union a set of data collection, data storage, data analysis, data management, and be user-friendly and whole function. These can provide a basic digital platform and scientific and technological support for scientific management of soil and water conservation and macroeconomic policy-making.This soil and water conservation management information system includes two major parts, which are basic data management system and administration management system. The composition and function of the two systems are as follows:(1) Basic data management system of soil and water conservation of Shandong provinceIn the research region, natural and socio-economic data,soil erosion data of remote sensing survey,and six soil and water conservation experiment stations data (Xinzhuang, Mengyin, Qufu, Tai'an, Wendeng, Shenxian) such as observational data,soil and water conservation project management, prevention and supervision management data,policies and regulations, organizations and institutions management data in different spatial scales are collected. Then deal with data vector, information extraction, topology processing, attributes data entry and projection information union, and establish database including spatial data, attribute data and spatial metadata. Based on database programming techniques, association of spatial data and attribute data is build up, and this makes two-way query of spatial data and attribute data into realization. It provides a data platform for scientific management and decision-making of soil and water conservation of Shandong province, as well as an information platform for regulating collection, management and updating of soil and water conservation data.(2) Administration management system of soil and water conservation of Shandong provinceBasic on the data platform, because of administration management needs of soil and water conservation of Shandong province, soil and water conservation management information systems are designed to complete six subsystems,they included overview of soil and water conservation, monitoring of soil and water conservation, project management of soil and water conservation, prevention and supervision of soil and water conservation, 3D display of soil and water conservation, file management of soil and water conservation.It can display the situation of soil and water conservation of Shandong province with multimedia such as video, voice and word. Monitoring subsystem of soil and water conservation can inquiry type of soil and water loss, intensity, distribution and areas, and it can complete statistics, report generation and thematic maps export. And it forms soil and water monitoring database based on six soil and water conservation experiment stations data. And this saves precious histric. On the other hand, it builds up water and soil loss monitoring database based on six experiment stations data, saving the valuable historical data, achieving data storage in classification and statistical summary, and laying a good foundation for analysis on forecast and prediction of soil erosion law in the future. Through information entry, additional, editing, storage, query, retrieval, statistics, updates and other transmission way, it can complete text inquiries, editing and output, production and print statements and maps output, and meet the needs of prevention and supervision subsystem of soil and water conservation. 3D display subsystem of soil and water conservation can display topography, geomorphology, river, water, land use, vegetation distribution and other factors in the project area, and achieve a 3D dynamic visualization. Through collecting historical files of soil and water conservation, and completing classification of usual data format, they can be added, deleted, managed and queried, achieving file management information.
