With the development and progress of the human society, the idea and consciousness of protecting the animal are rooted in the hearts of the people day by day. Protecting the ecological balance, getting along with the animal harmoniously, has already become the human common understanding. Undoubtedly, pondering over in ethics plays a very important role in judging animal status among human society and how to use animals. The relation between people and animal and people's ethical responsibility for the animal is exactly a question that animal's ethics cared about. Meanwhile, the ethics thought is the theoretical foundation of setting up various kinds of regulations and the laws. In order to let animal's welfare idea rooted in the hearts of the people, and the animal's welfare law of our country can be issued smoothly, we must set up the ethics basis of animal's welfare of our country.This text has explained the intension of animal's welfare at first, mainly introduced the formulation of animal's welfare idea, the basic intension of animal's welfare: let the animals enjoy the most basic five frees—do not bear hungry and thirsty, have comfortable life, do not bear agony, injures and diseases, do not have frightened and sad sense in life, and can express the natural instincts. And I introduced the Current situation and dispute of animal's welfare in our country.Secondly, I described ecological ethics thought about animal in our ancient times and western countries: Confucian thoughts, Buddhist thoughts and Taoist thoughts. The mainly western ecological ethics thoughts about animals are: the theory of animal liberates from Bentham and Singer, the theory of animal rights from Tom Regan, the ecological ethics from Schweitzer and Leopold.Then, I put forward the ethics basis of setting up animal's welfare of our country: animals can feel agony, stress, and they have recognize and appraise abilities are all animal's behavior with inherent value. In addition, animals also have external value. To human being, people and animal are interdependent life communities; it's inevitable of moral evolvements that ethics is expanding to the animal.Finally, according to the international animal's welfare circle, they divided the animal into 6 types: farm animal, test animal, companion animal, work animal and amusement animal, I put forward the ethics norm of structuring their animal welfares, and then propagated animal's welfare ethics thought to the whole society, promoted animal's welfare of our country to be legislated.
