The pet dogs' value of acting as companion animal is the underlying reasons for an increase in the number of dogs in urbanization society.Rising of dog breeding is not that we need or not,but is the inevitable trend of modern living.Pet dogs bring us so much pleasure;at the same time,they always are the origin of some diseases and give us many problems about public hygiene. Over one third of infectious disease among human being is zoonosis.Toxoplasmosis and rabies are the zoonosis that attract our most attention.Statistics of annals and monthly of infectious disease cases by Ministry of Health show that since 1998 the number of people who carried rabies has raised every year in the past 7 years,and the death toll and mortality of rabies stands the top of severe infectious disease.The leading cause of rising of rabies cases is increasing in number of the pet dogs breeding in urban and the countryside.The regional rule of restricting dogs breeding makes the dog breeders register.For the factors such as higher fees of the annual registeing,people keeping dogs flee registration and the vaccine inoculating for dogs.the number of so called "black dog" households and the difficulties of management increased.These cause the blackout of the pets disease prevention and control.Many quarantine stations in the township level,since the reform and other reasons,were repealed.it leads to inc easing of morbidity and mortality caused by rabies.Pet market encompasses a large degree of emotional factors,people often treat pet dogs as family members.However,the situation of pet welfare remains worrying.Cruel "fighting dogs" emerges.In the farm market,live animals were slaughtered in the face of us. these behaviors in conflict with animal welfare such as the surgeries of cutting off dog tails,ears,vocal cords,. are being spread.Because animal protection laws and regulations are not perfect,they ignored animal welfare.Once the disease arrives,they kill animals to avoid disease.Our society should reflect and alert.I suggest that we all promulgate the knowledge about animal welfare,the harmness of rabies and the knowledge to prevent rabies;and establish appropriate,rapid,effective and economical rabies prevention measures and treatment mechanisms;strengthen the Civil Law on scientific research of the legal status and legal protection of animals;improve animal protection laws,increase animal welfare and safeguards;and modify "Regulations of restricting dogs" into the "dogs management regulations.";and fulfill the work of preventing rabies in every family truly in the form of laws.
