Loess plateau in Yellow River is one of the regions with serious soil loss and vulnerable eco-environment in China even in the world, where sediment discharged into Yellow River is yearly 1.6 billion tons. The serious soil loss does not only restrict the sustainable development of local economic and society but also threatens the safety of the lower Yellow River basin greatly which is becoming the "heart disease" of the Chinese people. So to control soil loss and treat sediment in gullies becomes the focus. The long term practice proves that silting dam possesses the function of sediment retention, water storing, flood mitigation, farmland building. Silting dam is a key measure for soil loss control and improvement of agricultural condition on loess plateau. It is also the fundamental and key measure for realizing long-term safety of Yellow River and improving the regional eco-environment. Therefore, the state brought silting dam into "highlight" project in water conservancy construction and arranged special fund for silting dam construction on loess plateau. This must produce significant and deep effect on economico and social development in loess plateau even within all the country. In this paper, the four aspects from filling dam construction techniques, supervision roles, operating management, water conservative capacity to anti-erosion are analized and discussed so as to strengthen the research work in quality safety, enlarge dam-building techniques and the improvement of rules. The obtained knowledge points are as follw.1,The four aspects of constrution preparation, building method, quality controlling, and foundation dealing technique are keys of silting dam building in water and soil maintenance projection. The general principle and practice actuality on filling dam construction in water and 2,the supervision work is an effective measure for controlling quanlity, schedule and investment of silting dam construction. The long term and effective managing system, applied in modern silting dam engineering was illustrated clearly.3,In order to analizing the problems, the concret technical demands was set up on engineering management and inspection, and the maintenance works of dam, discharging water equipment, spillway and filling terra were expressed detailedly. The operation mode of flood mitigation, discharging water and planting of valleies, which is headed off by the backbone engineering and silting dams located in gully, is analyzed, and the economic management mechanism is explored reasonably.4,The silting dam engineering does not only decrease the water and soil loss from little valley and increases the planting field, but also exchange the flood the utilizing water resource and improve the anti-erosion ability. This effect was proved by the measurement results in Jiu Yuan valley dam system project.The above results will play an important role in soil and water conservation theory and technical system improvement of warping dam benifit and fastening speed of soil loss control.
