Study On Planning And Performing For Engineering Of Drinking Water Supplying To Every Village In Changqing District In Jinan

Water is the source of life of human being. To obtain safety drinking water is basic necessity and humanity right of mankind. The problem of difficulty or safety of rural people in Changqing Distract in Jinan City is very highlight because of the affection of geographical position, water resource and social and economic conditions. The drinking water quality indicators in some villages surpass the defined indicators in related standards. There are not available water resource in some villages so that people there have to fetch water from some places farther than 1 km . The quantity of source water in some villages reduced obviously or dried up in dry year, so that the villagers drinking water is difficult to ensure. In the villages of using supplied water, low standard, poor quality, non-maintain and aging seriously of part of water supplying engineering result in them being not operated well, therefore needing to be repaired or transformed.After 2005 Changqing Distract government has been planning and performing for engineering of drinking water supplying to Every Village, and made a great progress, according to the strategic goal that village water supplying likes in city and rural and urban water supplying are formed to be one system, and the operating ideas which developing in scale, constructing with standards, operating in market, business in enterprise, management with profession, water users involving in. The problems of water supplying in plain and hill areas have been resolved basically up to the end of 2007, and the rate of using supplying water reached 95%. According the planning , all of the villages in whole distract using supplying water will have been realized in 3 years( between 2008 and 2010) and succeed in obtaining safety drinking water. In the mean while, the water supplying engineerings built before 2000 were repaired. In the process of resolving the problems of difficulty and safety of drinking water, Changqing has accumulated rich experience, formed a series of success methods, meanwhile learnt some worth lessonsBased on the sufficient realization of the necessity, long period and difficulty of engineering of drinking water supplying to every village, this article researched, analyzed and studied all the aspects (such as organizing security, project plan, engineering construction and management, engineering operation and so on) of planning and implement of the project in Changqing district combining with a typical water supply project. Moreover, It gained some theoretical, practical and guiding fruits. Three aspects:1. Check out three existing outstanding problems in project plan and implement, and proposed some Countermeasures and methods according to the reasons.2. Conclude and summarize some valuable experiences and successful practices.3. Find out key points that are included in the structure of standardized standard system of project operation and management, the documents involved and standard making .
