Water is the origin of the life, which is the foundation of the human being survival and the necessary condition of the human society survival and development, and it is the resource which is not replaceable by any other things. It is impossible for the health of the human beings , the steadiness of the society and the sustainable development of the economy without the water security. To acquire the drinking water security is the fundamental demand of the humanity, and making everyone acquire drinking water security is the same hope of the whole humankind. With the process of the economic globalization and the deterioration of the environmental pollution, ensuring drinking water security has become the focus topic by the national society. China take the drinking water security very seriously. Since 2000, the China has been doing a great many work against the difficulty of drinking water in rural areas, and making great progresses. In 2004, the water conservancy work changed form solving the difficulties of the drinking water into realizing the drinking water security in the rural areas, and made great achievements. But by the end of 2004, there were still 32 millions population in rural areas who have not acquired drinking water security. The task of realizing drinking water security in rural areas in China is a hard work, which is very important and has long term in process. In thus , researching in the theory of the drinking water security is of great importance.Binzhou, a city of Shandong province , is located in the wash plain of Yellow River, which has a great population and underdevelopment economy, and is one of the areas where the drinking water problem is the worst in Shandong province. It is a representative sample in Shandong province and in China. The thesis took Binzhou area as an example, systematically summarized predecessor's research results , made comprehensive representation to the implication of drinking water security, and came up with a engineering construction model of drinking water security in rural areas. In this model, according to the feature of the drinking water in rural areas, the prime water resources were chosen appropriately, the pertinent protection work was carried on, the water intake structure were built according to the standard, and the centralized mode , several countries together mode and one country single mode were adopted in water supply system according to the water resources and the geological feature. In order to lighten the burden of the peasants and reduce the cost of water supply, the water supply pipe net should be optimum designed , and in the paper, graph theory method and orthogonal table method were used to solve this problem. An integer programming model and a linear programming model were set up for the water resources optimized allocation, and these models were used in allocating the rural areas drinking water resources in Binzhou area, including surface water, underground water and foreign water. An information management system were developed. With its broad covering, vast content and convenient operating, it can help the professionals, the managers and the decision makers to get the necessary information in time , make the decision in a macrocosmic sense and give an allover management and dispatching.Since Binzhou area has made great progress in settling drinking water problem, there were still different kinds of insecurity factors in drinking water in rural areas, and the population affected is very large. The problem has been one of the obstacles to the economic development, increasing the income and raising the life quality of the peasants. The thesis made a comprehensive introduction of the successful experiences, including the main experiences and the main effects, engineering construction experiences , water resources optimized allocation and information management system. All of these made a technical support and theoretical basis for the further management of the drinking water security. It has been improved that the drinking water security model is an successful one, which is not only suitable for the wash plain of Yellow River in Shandong province , but also an good sample for the similar areas in the nation, and can be promoted well.
