Soil erosion as a global environmental problem draws the wide attention of the international society. The trend of soil erosion becomes worse and worse in China, and it seriously influences our survival and development. It is necessary to study the cause and prevention methods of soil erosion and dynamically monitor it. The main study objects in this article are the watershed in Hubei province. Accomplish the design of the water and soil conservation layout system, which provide the strategies for the local government.The aim and the indexes of dynamic planning was established in the article. Slope, plantation cover, soil erosion modulus, land-using types and conservation measures are put forward as planning indexes according to soil and water technology criterion and the actuality of soil erosion of the watershed in Hubei province. According to the knowledge-based systems theory and the condition of the watershed, the rules of the engineering measures are determined and save in the database system.According to the characteristic of watershed that includes complicated geographic information and the module of the Geodatabase, the database system had been designed. How to realize the spatial data and attribute data has been explained.Basic conceptions of GIS and the way of secondary development of GIS are briefly introduced in this paper. According to the need of study of the soil erosion in Hubei province, Layout system of Water and Soil conservation in Hubei province was designed and established. The functions of the system includes displaying, management, analysis of spatial data of soil erosion and showing the condition of the research areas. In the system, personal Geodatabase is used to manage the attribute data, C# is used as developing language and controls provided by ArcObjects components. Many functions such as display,query,statistic,analysis and printout the data of the System was realized. The system is universal, transplantable, secure and extensible, and it has a nice interface. Users can use this system easily and conveniently.
