The forest-fire spreads freely in the opening systems.As the terrain, the types of fuel and the impact of weather conditions, the process of combustion is complex and changeable. Each forest-fire has different characteristics, at the same time, the knowledge and technology that fire fighters putting out fire also have the differences. Because the fire development is complex and changeable, it's difficult to produce a reasonable project only by the commander's experience. Intelligent Creating System for Forest-fire Suppression Project was built based on the thought of the expert system, combineded with decision support system in the module, information resources and analysis tools. It is effective to put out forest-fire, and reduce fire losses. This paper mainly completed following contents:On the basis of analysising to a large number of historical cases of forest-fire suppression, through researching the knowledge expression and structure of knowledge database, and in accordance with the characteristics of Intelligent Creating System for The Forest-fire Suppression Project, using the knowledge expression based on "rule skeleton + rule body", established the knowledge database.And researched the automatic learning algorithm,developed the learning machine that can gain the knowledge automatically ,which based on the natural language matched with prototype . Established the specialized dictionary which support the understanding of the natural language, and improved learning machine's learning efficiency by the words' Second localization.At the same time,put forward the structure of Intelligent Creating System for Forest-fire Suppression Project,and developed the intelligent creating module.Optimized the traditional fire-fighting way and combined with the data provided by the GIS, calculated the best route and time on line from the starting point to the fire scene by the Dijkstra algorithm, that gave more time to put out a fire,through analysising the landform of forest-fire,establish a decision-making function judging the dangerous geographical environment which include the steep slope gradient, single-mouth valley, saddle-shaped valley, by calculating grade. And the function maked the decision-project more scientific and reasonable.
