Sichuan as a big agricultral province, the amount of agricultural irrigation water accounts for 60 percent of the total usage. The utilization coefficient of the whole province irrigation water is merely about 0.4, which is lower than 0.45 of the national average levels. The Potential of the agricultral saving water is huge. Because of the increasing population, decreasing farmland and various disasters, especially drought frequently happens, which serious threat to Sichuan food security. Sichuan agiculture and agriculture water and soil engineering face new situations and problems. Therefore, it is urgent, necessary and largely to develop water-saving irrigation, to improve the development level of water-saving irrigation, which is the key to solve regional and seasonal shortage of water in Sichuan province.Based on expert consultation and typical study, this research constructed the index system for the assessment of development level of water-saving irrigation of Sichuan province, and through fuzzy comprehensive assessment method and fuzzy variable assessment method, to get evaluation value.The main results of the study were as follows:(1) Selecting 34 indexes (belonging to 3 subsystems, which was engineering water-saving, agronomic water-saving and managerment water-saving) to set up the index system of assessment to Sichuan development level of water-saving irrigation. The index system included 3 index layers and 32 factor layers.(2) Fuzzy comprehensive assessment method was used to assess the object, and the assessment result of Sichuan province was"general"and that of most city (or state) were"general"or"poor". A few regions'result were"worse". These results showed that the total development level of Sichuan water-saving irrigation was not high, and the potential of develop water-saving irrigation was huge.(3) Fuzzy variable assessment method was used to evaluate the same object. The result showed that the grade characteristic value of Sichuan province was 3.454, the corresponding evaluation grade was between"general"and"poor", which was basically accord with the evaluation result of fuzzy comprehensive assessment method. Meanwhile, the result of each city was mainly concentreted between 3 and 4(that is"general"and"poor"). The results showed that the different of development level of water-saving irrigation in each region was not obvious, and the overall levels were not high.(4) The two methods of evaluation in the final calculation results were not fully in line with the classification, which reflected that the two methods based on different characteristics and calculation process to explain the development level of water-saving irrigation in each region, but most of them were identical.(5) On the basis of the assessment of development level of water-saving irrigation and the characteristic of agriculture water resource and development status of water-saving irrigation in Sichuan province, some strategies were put forward to improve the development level of water-saving irrigation, which provided scientific research method and practice foundation for reasonably utilizing project measures, agricultural measures and managerment measures, saving agricultural water consumption, enhancing the capacity of anti drought and disaster alleviation, improving water resource utilizing efficiency and realizing the sustainable development of social economy during the western exploration.
