Efficient water-saving irrigation project can improve the utilization rate of irrigation water by using engineering technology.Compared with traditional irrigation,it can save a lot of water resources without reducing or even increasing crop yield.There are a variety of agricultural efficient water-saving irrigation technology models,and all irrigation projects have different requirements for plants,topography,social economy and land pattern.the benefits can be brought into full play only when appropriate efficient water-saving irrigation projects are selected according to local conditions.Therefore,it is particularly important to evaluate the suitability of the efficient water-saving irrigation engineering.Refer to literature about efficient water-saving irrigation evaluation at home and abroad,combined with the engineering operation and management condition,this article put forward the efficient water-saving irrigation suitability evaluation index system,and use the theory of variable fuzzy sets and model to evaluate the suitability of efficient water-saving irrigation technology in double city,compared the results with the current situation of the engineering development,finally summarized the efficient water-saving irrigation operation management mechanism,get the following conclusion:(1)four categories of policy,technology,economy and social environment are selected as the influencing factors to establish an evaluation index system of suitability of the technical model of efficient water-saving irrigation engineering composed of six qualitative indicators and five quantitative indicators,and the evaluation indexes are described in detail.(2)the semi-structural fuzzy decision model was applied to evaluate the suitability of the technical model of high-efficiency water-saving irrigation engineering in double urban areas.The priority development order of high-efficiency water-saving irrigation engineering in double urban areas was the central pivot sprinkler irrigation,cap-type sprinkler irrigation,pipeline movable sprinkler irrigation,and drip irrigation engineering.By comparing the evaluation results with the existing development models,it is found that the existing high-efficiency water-saving irrigation project model conforms to the priority development order of the evaluation results.(3)summarized the experience of operation and management mechanism of efficient and water-saving irrigation projects.According to the land transfer mode,the operation management mode is divided into "agricultural production cooperative + land transfer" management mode,"farmers' water user association(village collective)+ land decentralized management" management mode,"large family(private farm)" management mode.
