It has been widely recognized that urban forest could provide ecological and environmental services and thus a useful instrument to tackle with the problems caused by the rapid urbanization processes, such as lack of room to live, air pollution, environment degradation. On this condition, based on self-organization theory, this paper used CVM and some statistics measures and combined theory analysis with example analyses in finding a new fund supply mode. At last some countermeasures and suggestions were proposed, which has more realistic meanings in solving the problem of insufficient forestry investment in China.In the first chapter, after pointing out that single subject field is unilateral in discussing the Urban Forest-Social-Economic combined system, this article adopted the self-organization theory as theory foundation, and carefully explained every theory of self-organization theory, thus provide theory basis for the passage that follows.In the second chapter, based on the self-organization theory, this paper analyzed Urban Forest-Social-Economic Combined System's character and inner mechanism. Based on the self-organization theory, Urban Forest-Social-Economic combined system's self-organization character expression form and its inner mechanism are analyzed in this passage. Combining some of the representative theories of self-organization theory, on the promise of dissipative structure of Urban Forest-Social-Economic combined system, the author explained and pointed out that it was competition and coordination of essential factors of the system that make power to the development of the Urban Forest-Social-Economic combined system. The system develops from part to whole through essential factors inner random fluctuation, and finally reached urban system's self-organization development from chaotic state to order.In the third part, the passage takes Heilongjiang province as research object, expressed the developing condition and problems of every Urban Forest-Social-Economic combined system within 12 main cities. The author divided 12 cities within Heilongjiang Province by means of principal component and cluster analysis, and thus got some characteristics and rules on income and education level, which help found out those cities' weaknesses from self-organization theory perspective, and helping city governors to understand their Weaknesses and advantages, to improve residents' income or education level, and also for government to implement sound urban forestry projects and urban forestry policy.Fourthly, after a careful analysis of the survey data of Mudanjiang Residents' willingness to pay for ecological services provided by urban forest , by means of cluster analysis, this paper divided residents within Mudanjiang city into four parts according to family income and education level which affects residents' willingness to pay. Logistic regression analysis was also used to help learned that Mudanjiang residents' willingness to pay varies on what kind of people they are. Based on which the author raise out a composite organism combining self-organization and herter-organization.At last some countermeasures and suggestions were proposed, which has more realistic meanings in solving the problem of insufficient forestry investment in China.
