Study On Valuation Of Forest Ecosystem Services And Ecological Compensation In Xinfeng County

Xinfeng County in Ganzhou city, Jiangxi province is taken as a research area. Based on subcompartment survey data of10th five-year and11th five-year period in this area, applied the evaluation methods of "Specifications for assessment of forest ecosystem services in China"(LY/T1721-2008) which issued by State Forestry Administration, to assess the value of forest ecosystem service function in Xinfeng County. At the same time, this paper discussed the ecological compensation mechanism by applying the contingent valuation method in Xinfeng County, to provide government reference basis to formulate relevant policies about ecological compensation. The conclusions of this study are as follows:(1) The ecosystem service value of different stand types of Xinfeng County in2004is13.96billion yuan, the total value is14.82billion yuan in2009.The value of the six ecosystem service functions of Xinfeng County in2004respectively are:water conservation value is8.25billion yuan, soil conservation value is363million yuan, the value of carbon fixation and oxygen released is2.759billion yuan, nutrient accumulation value is259million yuan, atmosphere environmental purification value is866million yuan, biodiversity conservation value is14.99million yuan. In2004and2009, the value sort of different stand types in different service function are:water conservation, carbon fixation and oxygen release, biodiversity conservation, atmosphere environmental purification, soil conservation, nutrient accumulation.(2) Ecosystem service value generated by the eight stand types in2004are as follows: the value of masson pine forest is5.27billion yuan, the value of exotic pine forest is616million yuan, the value of fir forest is3.65billion yuan, the value of hardwood forest is3.14billion yuan, the value of softwood forest is335million yuan, the value of mixed broadleaf-conifer forest is0.709billion yuan, the value of bamboo forest is254million yuan, the value of economic forest is670million yuan. The sort of total value of different stand types are as follows:masson pine forest, fir forest, hardwood forest, economic forest, exotic pine forest, softwood forest, bamboo forest, mixed broadleaf-conifer forest. Ecosystem service value from the eight kinds of stand types in2009are as follows:the value of masson pine forest4.34billion yuan, exotic pine forest380million yuan, fir forest3.55billion yuan, hardwood forest1.91billion yuan, softwood forest486million yuan, mixed broadleaf-conifer forest3.14billion yuan, bamboo forest273million yuan, of economic forest743million yuan. The order of total value of different stand types are as follows:masson pine forest, fir forest, mixed broadleaf-conifer forest, hardwood forest, economic forest, softwood forest, exotic pine forest, bamboo forest.(3) This paper had a survey on forest ecological compensation willingness of Xinfeng County with WTP.The result shows that106people will pay a fee for the Xinfeng County forest ecosystem services value is106,66.7%of the total sample, and33.3%refused to pay. Combined with SPSS17.0software to analyze the relevance of different social characteristics factors and willingness to pay on respondents, results are as follows:For respondents, there is a significant correlation between monthly income and level of understanding, no obvious correlation with gender, age, education level and occupation. Among them, the willingness to pay for the education level was positively correlated, in other word, the higher monthly income, the stronger the willingness to pay. Level of understanding and willingness to pay was significantly correlated, the higher level of understanding, the more willing to pay. The public willingness to pay an average of81.9yuan/year for forest ecological compensation in Xinfeng County which obtained by calculating, the total value of non-use is59,131,800yuan.(4) The construction of forest ecological compensation mechanism in Xinfeng County. Relevant national policies, laws and regulations are conducive to develop the forest eco-compensation mechanism in Xinfeng County. By analysis, Xinfeng County forest ecological compensation objects are governments and beneficiary enterprises. The mainly object are foresters, the corresponding state-owned forest units (Including five state-owned forest farms:Jinpeng Hill, Pingshi, Youshan, Jiulong and Xiniu) and the collective organization, i.e. Jinji, Aigao, Yucun forest which is operated by state and township, the village committees and other units.
