Study On The Management Of Official Veterinarian

Management of official veterinarian is not only an important index to evaluate official veterinary services but also an important factor to affect the level of animal health. A chapter of the OIE Terrestrial Animal Health Code has established the evaluating companion and suggestions of official veterinary services with which must be complied by the member of OIE. All of the country which has the high level of animal health in the world has established the system of management of official veterinarian.The latest revision of the Animal Epidemic Prevention Law of the People's Republic of China is effective as of January 1, 2008. The new law prescribed for the definition of Official Veterinarian. On May 2005, the 15th document of the State Council had definitely brought forward to pushing ahead with official veterinary framework gradually. In the past four years, although management framework of veterinary reform has made much progress, China was still lagging in the construction and management of official veterinarian. It is essential to affirm official veterinary status and make more policies and rules about the management of official veterinarian in order to fit the management framework of veterinary reform.This paper combined with international rules and practices, based on analysis of the current institutions of China's official veterinary services, through the investigation and research of the officer management of inspection and quarantine bureau and the public security bureau, and ultimately made a management ideas which adapt to China's national conditions and development of veterinarian. This paper tries to do some innovative research from the aspects below, such as basic requirements of official veterinarian, the qualifying examination, recruitment, appointment, evaluation, education and training. In addition, this study aim at the characteristics of official veterinary law enforcement, combined with the work of China's veterinary practice, and put forward the concept of official veterinary post classification management. This can effectively avoid the conflicts in the conversion process of official veterinary status.This thesis will provide reference gist for the government to make relevant policies. It must be very useful for construction of high level official veterinary framework and improving supervision of animal health, and it also has very great significance for promoting the development of animal breeding and protecting the human health.
