Faced with the high requirement that the new situation raised to the job of animalepidemic prevention, and considering the fact that there is a large gap between the qualitiesof Guangxi enforcing veterinary law teams in animal epidemic prevention and the highrequirement for animal epidemic prevention in the present situation, this paper, deals withproblems or factors that limit the improvement of the qualities the team members based ona large scale research in the whole autonomous region in Guangxi by summarising thesuccessful experience that Guangxi Veterinarian Epidemic Prevention and QuarantineStation has done in developing qualities of enforcing veterinary law teams and analyzingtheir present situation with problems to be solved. Following the technological routes of'models first', 'case analysis', 'survey & contrast', and 'experience introduction', thepresent research was carried out through profoundly exploring methods of improving teamqualities, identifying adminisrtrative steps, and putting forward detailed procedures,protective measures in enhancing the team qualities.Our propositions are: it is essential to rationalize the veterinarian management systems,crucial to work out programs of personnel training, fundamental to integrate training by thegovernment with teammembers' self-improvement, efficient to set up models for all theother members to follow, and best to to build up systems of restriction and supervision. Our advice for the specofoc methods of building up team qualities is as follows:①Pracitce on-the-job education in order to improve the whole teams' qualities in terms ofspecial knowledge. Attention should be paid to team members' lack of motivation becauseof serious conflict between study and work, and to insufficient regulations for continuingeducation.②Focus on short-term training to renew the personnel' knowledge.③Combine before-the-job training with on-the-job training so as to ensure a constantimprovement of law-executing personnel's abilities.④Make good use of the presentacademic resources so that animal epidemic prevention personnel actively take part inacademic activities organized by the trade's associations, thus expanding their knowledge,and raising their law-executing levels.⑤Strengthen cooperation with colleges, universitiesand research institutions, set up training bases, develop academic cooperation and thusimprove our personnel's research ability.⑥Optimize the law-executing team structure byimproving their educational background and major of study.⑦Expedite the accumulationof intellect capital and the construction of the basic research team of animal epidemicprevention, in order to stimulate innovation among law-executing team members.⑧Takegreater effort to train the personnel's respose to emergent breakout of epidemics so that theywill perform well in practice.Besides the above suggestion, there should also be an integration of those measures inpractice in the following manners: First, combining theoretical improvement withaccumulation of experience. Second, integrating the establishment of policies andregulations with measures to ensure their implement. Third, supplementing trainingprograms with a system of supervision and management. Fourth, carefully checking on theadmission of personnel and permission of their graduation from training. These integrativemeasures can help comprehensively and steadily improving the qualities of the teammembers of animal epidemic prevention.The present research is significant in the current nationwide reform of veterinarianmanaging system, and in the construction of qualified law-executing teams of animalepidemic prevention. It is therefore of referential signifigance for the Department ofVeterinarian Adminstration of the Government of Guangxi Autonomus Region in their building up a long-time effective system for the construction of qualified enforcingveterinary law teams. The significance of this research also lies in it that it may help deepenthe reform of Guangxi veterinarian management systems by carrying out the State Council'snotices about furthering reform of veterinarian system (National Development CommitteeDocument No. 15, 2005) and thus meet the needs the new situation of animal epidemicprevention.
