Probe Into And Discussion About Domestic Reform Of Veterinary Management System

Based on the epidemics of SARS, swine streptococcsis and high pathogenicity avianinfluenza which broke out this two years, this article has analysed the content, function andstatus of veterinary works, emphasizes that veterinarian's work is an important componentof the domestic public health system, and its level is a sign of a nation's civilization degree.After fast development of the animal husbandry of our country reform and opening-up overthe past 20 years, the production of animal husbandry has already changed from quantitypattern to quality pattern. But animal epidemic diseases block the development process ofanimal industry seriously, and influence the increase of agriculture production and farmers'income. Moreover, animal's epidemics are threatening human life and public health.After China's entering WTO, the existing domestic veterinarian's management systemfaces new situation and challenge. Our country's existing veterinarian's management systemhas many abuse of artificial rule and division of the chain of livestock production, notforming the rational official veterinarian's system yet. The establishment of animal'sepidemic prevention system is not unified. Public beneficial service and operational servicehave not been separated. The veterinarian quarantines and examines still exist inner andouter independent system. There is more technological standards formulation and lessimplement. The position of Animal Husbandry & Veterinary Station is weakened,veterinarian's area-divided management is unreasonable, such relevant laws and regulationsas "animal's epidemic prevention code" remain to be incomplete. The domestic financepolicies that support the veterinarian works are still incomplete etc.. All these areinfluencing domestic industry change to powerful country of the animal husbandryseriously, especially animal epidemic disease and medicine are hindering our country'sforeign trade of livestock production directly which makes our country a big livestockproduction country, a small exportation country.The foreign developed countries attach great importance to the hygiene supervision ofsafety in production of animal husbandry and animal-source food. Most of these countries implement official veterinarian system and animal production is under supervision duringthe whole processing courses from field to dining table. Comparing with the difference ofdomestic and international veterinarian's management system, this article has drawnnecessity and urgency of advancing the reform process of management system of theveterinarian in our country, put forward that we should introduce and set up generallyacknowledged official veterinarian's system and certified veterinarian's system and thearticle have analysed the new system's meaning and importance. The author proposes theway of the management system reform of veterinarian of our country from various visionaspects and suggests that we should put emphasis on the construction of veterinary's worksystem; Strengthen veterinarian's administrative law enforcement agencies and the technicalsupport system of the veterinarians at all aspects and strengthen epidemic preventionsystem's construction of animal diseases from the basic level; Manage vertically; Pursueoperation veterinarian's system progressively; Strengthen veterinarian's work ability andsystem construction of laws and regulations of veterinarian's management conscientiously;Set up the funds ensurance mechanism reasonably; According to the principle that "steadypublic beneficial, untighten the managing", accelerate setting up animal's epidemicprevention long-efficiency mechanism; Set up integration of people medicine andveterinarian and establish high-efficient public health system to prevent and control theurgent animal epidemic diseases. Finally, the article also discusses several key questions ofcarrying out the new reform of veterinary's system.
