Fireproofing can prevent forest ecosystem from being destroyed by fire effectively. Thousandsof forest fires bursts out in China every year, and many of them were caused by natural factors.Accordingly, forest fire forecast research has already become a hot domain in foreign countries;however, it's just in the beginning stage in China.Along with the popularization of internet, WebGIS has been used in more and more domains.As in the aspect of forest fire forecast, it not only reforms the technology, but also enhances theefficiency and precision of forecast.The study chose SuperMap IS Java as a key component; combined B/S and C/S as a three-tiernetwork architecture; and introduced the preparation of basic data, workstation and server dataprocessing, data updating program and web publishing system. The article contains three parts:1. The first part includes the aim, significance, and main point of the study, which contains data interface, selection of compon, data processing, and application and development of WebGIS. Besides, the actual state and development of forest fire rank system and WebGIS home and abroad are described in this part.2. The study designed in terms of software engineering. The article analyzes the functions of softwares which are demanded, then describes characteristics of forest fire rank model and main point of selection of network development platform. Hereinto, forest fire rank model is illustrated in sides of formulation of model and standard of fire rank classification, and network development platform is illuminated in both sides of Web server and GIS server. In the same way, the function design of the system is narrated in both sides of technology roadmap of system and system structure design. Thereinto, system structure design includes infrastructure of network, relationship of each function, web publishing, function design of data updating program, and function design of client.3. The implementation of function is narrated in two parts based on its design principle. First, data source and data processing is illuminated in both sides of GIS data and meteorological data. The database software was chosen based on the characteristics of data, and the data structure was designed amply. Then the system was divided into two parts: web publishing and data updating, and system developing is illustrated in platform choosing, program flow chart, and key code implementation. In view of the complication of internet circumstance, the writer introduces the configuration and running detail of system. Besides, expectation and summary is recorded in the last part of the paper.The forest fire rank forecast network publish was realized by this system combining with the network services, the database services and many other kinds of technical methods, which played a vital role in improving the management efficiency of our country's forest fire forecast and warning.
