This paper analyzed the relationship between ground meteorological elements and the forest-fire of Guangxi Wuming County in recent years, we had found the forest-fire weather forecast model of Guangxi, and confirmed the coherence of forest fire rank forecast pattern of Guangxi and the national forecast pattern by quantitative analyses and correlation analyses to the forest-fire data. On the basis of research, this paper carried on the design and exploitation of Guangxi forest fire rank monitor warning reports system in county levelbased on the GIS, which was designed by the advanced geographic information system sofrware-ArcGIS software, ArcGIS programming language-MapObjects, the object-oriented Visual FoxPro language, and the database management with Visual FoxPro as the platform to the data. This paper introduces the programming technology and the realization process of the Guangxi forest fire rank reports network system based on the Visual FoxPro database language, expound some essential technique of the system to achieve the drawing out , process and transformation, analyses and calculation of the meteorological data on line, and forecast automatic on-line on real-time. The innovation of the system: (l)It's the first system that leads GIS technology into forest fire forecasting in county-level, which has improved the readability of the system forecasting; (2) The system study based on the Internet, so we can collect the meteorological data at the official site directly, which can raise the work efficiency; (3) The system has realized unmanned administration and automation forecasting, that has incarnate the prediction data of a real-time, and increase the reliability and practicality of the forecasting; (4) This research upgrade the national forest fire rank forecasting from provincial (autonomous regions) to county-level, makes forest fire monitoring a precise to county-level, that achieved a refinement of monitoring management.This model on work indicated that, it's more objectively that reflecting the concept of the fire rank by using intraday highest temperature, the relative humidity, the number of continuously un-rainy days, the speed of the wind and the forest age, and so on, to definite fire rank. The forecast pattern will gradually perfect in the future experiment, to accord with the actual situation of Guangxi.
