In the'11th Five-Year Plan'period, agricultural scientists still play a vital role in the modern agricultural and rural area development, which constitutes the basis of our economical and social development. Meanwhile, the all-round development of science and technology needs scientific team building, in a way that scientists in varied disciplines work together and cooperate to tackle important and complex sci-tech problems in economic and social development. Scientific innovation team is a major factor guaranteeing the research goals in the agricultural. The science and technology innovation team is an important guarantee for one Province Academy of Agricultural Science to achieve its goal. As a necessary part in the science and technology innovation activity, it can upgrade every subject, sustain the development of subject, and pro>?mote the making of innovative thought and knowledge share, and thus the spur the growth in a health and fast way. In a word, it is of very importance and value to study the science and technology innovation team.By making the one Province Academy of Agricultural Science as the main study object, this paper applies such studying methods as questionnaire, colloquia, interview and data analysis to study the experience, problems and shortage. By combing the practical experience and exerting the modern management theory, the elements, roles,scale and norm of science in technology innovation team of the agricultural research institution are investigated. It is assumed to study out the key factors in the construction and basic category of an efficient-managed group, and thus put forward some suggestions toward the development of science and technology innovation team in agricultural research institution. This paper analyzes the strategic target and task in new position, and set forth the significance and necessity of building a science and technology innovation team to achieve the strategic target. This study has researched such factors as basic conditions and status quo, the work of innovation team, and the influence of human resource management practice and group culture on group's performance. After studying, the status quo of one Province Academy of Agricultural Science is as following: 1 the orientation of the development of subject is generally correct, 2 the leader of subject is waiting for training and introducing in. 3 the construction, quality and scale of innovation team need to be improved. 4 the management mechanism and culture of the group need to be enhance. In the study of work of innovation team in one Province, we compare the well-performed group and short- performed one in such fields as team leader, personnel scale, experimental condition, management and communication mechanism inside the group, and then find the request of a first-rank innovation team: the outstanding scientific research performance, the excellent team leader, group members in good quality and appropriate number, good experimental condition, and favorable management and communication mechanism. After studying we conclude that the practice of human resource management and organization culture make influences on team's performance. Thereinto, training, empoldering and knowledge share make an active effect on the performance of group innovation. But the influences of selection, performance inspiration and team culture is not so notable.Based on the conditions analyzed above, it is suggested to launch the human resource management and organization culture construction with the excellent science and technology innovation team as standard. The specific suggestions are as following: 1 to build a group and individual evaluation system according to the requirement of a well-performed innovation team. 2 to enhance the human resource management of science and technology innovation team. It includes equipping the team by selecting, training and introducing in the team leader, allocating team members in a good way, strengthening the training and development of staff, launching the tesm incentives, as well as propelling to the merge and adjustment of studying team of the same kind. 3 to enhance the construction of organization culture. The team leader should actively organize and promote it, strength the management of the team by formulating the institution of administer and the system of reward and penalty, and promote the study of the whole team, and the cooperation and communication between members.
