Rice is one of the most important cereal crops in China, its varieties breeding and the development of its industry has profound influence on the domestic national economy and food safety. During the last decade the rice breeding research rapidly developed in China, achieved fruitful results. It is significant to summarize the main outcomes and objectively evaluate the capability of basic research and innovation in the field. But now there is few comprehensive assessments aim at the research outcomes of the rice breeding in domestic and overseas. To recognize China’s status and impact in the global rice breeding landscape and reveal its strengths and disadvantages, this research study on the SCI research papers, patents and plant variety rights, comparing the capability of basic research and innovation from 2006 to 2015 between China and others countries, and draw the following conclusions:In the past ten years, the amount of rice breeding science and technology outputs of China ranked the first in the world. In this research filed,41% SCI research papers whose impact factor is greater than or equal to 4.0,68.02% invention patent applications were from China, and 3264 plant variety rights were applied in China, which are far exceeds those of Japan, European Union and United States. The last decade has witnessed the high-speed development of rice breeding research in China, the numbers of annual publicaiton of SCI papers and application of patens and plant variety rights have grown substantially, now in China over 150 papers have been published per year, more than 400 patent or plant variety rights have been applied in one year, which surpassed the rest of the world and the leading superiority also has been widening. Chinese affiliations and researches in the rice breeding area occupied the dominant positions, took the major places in the rankings, among that Chinese Academy of Sciences. Huazhong Agricultural University and some other affiliations showed the technical advantages in the global competitive situation. However, the overall quality of rice breeding research achievements in China is not very high, the influences of research papers are in the middle and lower level of the world. The rate of granted and valid patents are lower than the world average, at the same time most patents have very low strengths, and the strengths of 88.39% of patents are under 1. The plant variety rights also exist the problems of low rate of authorization and validity and long examine period. All these show the huge gaps between China and other leading countries, such as Japan and the United States. Moreover, the number of high-level achievements of rice breeding of China is still very few, althrough China has been in the forefront of the world in this field, but there are rarely world’s top level papers, high quality patents and core patents, which lag far behind the United States that on behalf of the world leading level. China conducted a wide range of international cooperation with many countries and institutions in this filed,54.61% of its rice breeding research papers have the backgrounds of intenational cooperation. Domestic universities, institutions and researchers also cooperated with each others closely. Furthermore, the main technologies of rice breeding in China have been distributed in the aspects of genetic engineering, hybridization breeding and molecular marker-assisted selection breeding.Against the developmetal level and international standing of China in rice breeding areas, to drive the discipline construction, lift the innovation capability and promote the industry development, this study proposes the following suggestions:1.Establishing innovation and quality oriented agricultural scientific research evaluation system, shifting the emphasis from the quantity of achievements to the research quality, the creative value and the practical contributions.2.Improving the system of science research, optimizing the allocation of resources in discipline construction.3.Upgrading the quality and competitiveness of patents and plant variety rights, promoting the the commercialization of research findings.4. Motivating the creation impetus of corporations, intensifying industry-university-research collaborative innovation.5. Enhancing international communication and cooperation and lifting the innovative capability.
