Discuss The Perfection Of Our Country's Quarantine System In Term Of Taking Precautions Against The Invasion Of Outside Species

Invasion of alien species has become a universal concern today. Quarantine is in order to prevent human infectious disease, animal's infectious disease and parasitic disease, dangerous venereal disease of the plant, worm, weeds, etc. from spreading into and out of the territory. It measures the inward and outward animals and plants, packaging carrying the dangerous harmful organism, then makes and implements processing measures of the epidemic situation. That can prevent effectively the dangerous harmful organism from been introduced and spreaded artificially in this way, avoid the outside species from invading our country from the source.The quarantine laws of our country were made in 1990s.They include mainly Regulations of Plant Quarantine made in 1980s and revised in 1990s, Animal and Plant Quarantine Law and its implementing regulations made in 1990s and so on. They have not been made any modification till now. So it does not adapt to the present actual conditions. Quarantine standard has a strong technical and timeliness properties, so it should be revised with progress of science and technology constantly so as to meet to new situation, but the age of quarantine standard of our country on average is 10.2 years. In contrast, the international standard and the developed national standard of world are marked for 3-5 years of age on average. It is obvious that the standard of our country wears out seriously, and some mandatory standards lag behind development of the production and technology seriously, which is unable to be applicable, and influences the actual effect of the quarantine measures. The establishment of quarantine organization went through historical evolution of amalgamating constantly. That is to say, it merges from three major inspection and quarantine organization to 1999 into the entry and exit inspection and quarantine bureau, and then merges with former Administration of Quality and Technical Supervision into present national quality surveillance and examine the quarantine general bureau by 2001, in charge of the quarantine in the whole country. But there are a lot of unreasonable places in setting up the present quarantine organization and scarce of regulatory on the enforcement of the function. It is an indispensable important link to carry on the risk assessment to the outside species while preventing the outside species from invading, but risk assess mechanism of our country's quarantine is still not very perfect. The article starts with taking precautions against the invasion of outside species, and points out that quarantine system of our country should be perfected on legislation, quarantine organization, quarantine standard, enforcement of quarantine system,etc by analysising the regulation on quarantine standard in SPS agreement comparing to ours.
