Application, Problems And Countermeasures Of Quarantine Dogs In Fujian And Hunan

Quarantine dogs are a type of working dogs that are mainly used at ports of entry and exit.The use of quarantine dogs made up for the shortcomings of personnel inspection and X-ray machine inspection in passenger and mail inspection,which broke the traditional“ man-machine ” inspection mode and established a new type of“ man-machine-dog ” comprehensive mode.It not only has the characteristics of less investment,more flexible inspection methods,and saving customs clearance time,but also played a significant role in establishing the external image of the inspection and quarantine department.Especially for key flights,special passengers,quarantine dogs play an irreplaceable role in the inspection.The use of quarantine dogs is an important attempt and reform of the inspection and quarantine system.More and more ports have begun to use quarantine dogs.This article takes the Fujian Entry-Exit inspection and Quarantine bureau and Hunan Entry-Exit inspection and Quarantine bureau(hereinafter referred to as Fujian bureau and Hunan bureau)as the research objects,and mainly conducts research from application of quarantine dogs,existing problems,and countermeasures.The application of quarantine dogs mainly includes the breeding,training,assessment,useand handler of quarantine dogs under the jurisdiction of Fujian bureau and Hunan bureau.The problems existing in the application of quarantine dogs mainly include three aspects: use,trainer and management.In view of the problems existing in the application of quarantine dogs,this paper proposes six countermeasures based on the characteristics of the inspection process of quarantine dogs.First,carry out targeted inspections to further improve coverage.The second is to carry out regular quarantine dog competitions to improve the application efficiency of quarantine dogs.Third,pay attention to the welfare of trainers and increase the input of trainers.Fourth,we should raise awareness and make it clear that the "man-machine-dog" inspection mode is the future direction.Fifth,strengthen communication and cooperation between ports to further improve the interception rate of quarantine dogs.Sixth,we should attach importance to the welfare of quarantine dogs and establish quarantine dog training centers.These measures are expected to be adopted by the managers of quarantine dogs in the two bureaus,and other bureaus can also learn from relevant practices to promote the development of the use of quarantine dogs.
