Current Situation On Plant Quarantine System Of China Which Is Confronted With Challenge And Strategy After China Was Affiliated To The WTO (World Trade Organization)

Plant quarantine has been using as the important measure to provent the infection from the risk and harmful biosome including plants(weeds), insects and microorganisms. And protect agricultural production for a savety, also as the guarantee for agricultural products in the better trading within China or outside China. Since many years the conduction of Chinese plant quarantine systems had been met the mordel(fromRussia) of planning economic system. Before China entry WTO it has been reformed in risk assay, scientific evidences, more public and humanbeeing right to meet international trading. In this research auther has been accumulated his experiences from his work in plant quarantine, and he has summarized the status in Chinese plant quarantine system,regulation and some problems in agricultural plant quarantine. Under the fram of WTO he has collected almost all of documents in plant quarantine as his refrences, and he has pointed the pressure and challenge we faced, and then he gives the measure and suggestions to the unit who is managing plant quarantine as a good refrence.The whole paper is consisted of two parts and seven chapters. Five chapters is in the first part and the other two chapters in the second part. In the first part auther has mainly introduced the status on Chinese agricultural plant quarantine including quarantine system,the history of quarantine law and regulation; plant quarantine target pathogens and insects; and the special requirements for domestic plant quarantine and the key problem need to be solved. The second part auther mentioned the challenge we face to and the measuures we use to solve; and also we have more opportunities after China entry to WTO.
