Research On Efficiency Appraise Of Independent Innovation Capacity For Rice Scientific Research Institutions In Sichuan Province

Rice is the most important food crops in the world, more than half of the world's population living in consumption of rice. China is a big country in rice cultivation , More than 60% of population depends on rice-eating, which is the world's largest rice producing and consuming countries. At present, there are the third revolution of China's rice breeding breeds. The rice research and development institutions are play an important role for rice breeding research. Therefore, enhance the rice research and development institution's capability of independent innovation is more important for population of food required, and to ensure that our country's food security and enhance people's living standards.In this paper, based on the at home and abroad independent innovation research progress, and it is necessary for improve the capability of independent innovation in agriculture, especially for rice research and development institutions the ability of independent innovation of the urgency of the evaluation. based on the 11 government type of rice research & development institutions and 8 company types of rice research & development institutions, analysis of the entire rice research and development institutions in Sichuan province overview, from the innovation inputs and outputs perspective. At the same time, according to the activities in the process of independent innovation, independent innovation ability will be divided into two parts about technology R&D capability and technology transfer capacity, and constructed at different stages of innovation evaluation of index system.This paper using the data envelopment analysis (DEA) method, evaluation and comparison the efficiency of independent innovation for 11 government type of rice research & development institutions and 8 company types of rice research & development institutions, The conclusions are as following : (1) In the technology research & development stage, The government type of rice research & development institutions have the highest efficiency ability of independent innovation from a macro-perspective, and all institutions are in relatively efficient state except 2003. company types of rice research & development institutions are non- efficient state, but it improved since 2006. From a macro-perspective, some of the government type of rice research & development institutions are in relatively efficient state on independent innovation, while most of the company types of rice research & development institutions are in non-efficient state. (2) On the stage of technical transfer, efficiency value of the company types of rice research & development institutions are higher than the government type of rice research & development institutions overall, but single research & development institutions technical transfer rate of various types of institutions still at a low level. (3) From totally efficiency view, there are 3 rice research & development institutions' efficiency of independent innovation are very high, and at the front of the other 19 rice research & development institutions , whether in R & D or technology transfer.On this basis, take the company types of rice research & development institutions for example, and point out the improved plan on the non-effective DEA state . Finally, Summarized the influencing factors and reasons of rice research and development institutions in Sichuan Province of independent innovation ability, and take to some relevant policy recommendations.
