Empirical Research On The Innovation Efficiency Of Science Popularization In Agricultural And Forestry Universities And Its Ability To Help Improve Local Science Popularization Capabilities

Agricultural colleges and universities are the core subjects participating in agricultural science education,the main driving force for promoting agricultural scientific and technological innovation,and an important force to help the revitalization of rural culture.In recent years,the research on the efficiency of innovation in agricultural and forestry universities has gradually become a research hotspot for the innovation of university development models.Taking 31 provinces(autonomous regions and municipalities directly under the central government)as the research objects,this study constructs the index system of science popularization innovation efficiency in colleges and universities through literature research,expert consultation and field research,and analyzes the efficiency and trends,influencing factors and improvement paths of science popularization in colleges and universities in various regions of China from 2010 to 2021 by using data envelopment analysis model,path analysis model and parallel intermediary model,and finally puts forward policy enlightenment,which provides theoretical basis for the improvement of science popularization efficiency in agricultural universities in China and the formulation of regional agricultural science popularization policies.The main contents and conclusions of this study are as follows:(1)Through relevant literature reading,data collection and field research,the current situation of science popularization in agricultural universities in China is studied,and the following conclusions are drawn: First,China’s agricultural science and technology innovation system lacks a feedback mechanism,and the cooperation and communication between universities and local governments are relatively weak,resulting in deviations between scientific and technological innovation and actual production needs.Second,China’s agricultural modernization level is low,there are many problems in agricultural scientific and technological innovation,but relatively little capital investment,resulting in low efficiency of scientific and technological innovation,and many technical problems need to be solved urgently.Third,China has a vast territory and regional differences in agricultural development,and the science popularization innovation system of agricultural universities cannot meet the needs of agricultural science popularization innovation in multiple regions at the same time.(2)Through the use of data envelopment analysis model,the efficiency of agricultural science popularization innovation in 31 provinces(autonomous regions and municipalities directly under the central government)in China from 2010 to 2021 is calculated,and the results show that the pure technology efficiency of 31 provinces in the country shows an upward trend,the innovation level in the eastern region is the highest,the western region is the second,and the central region is the lowest,mainly due to the higher attention to science and technology in Shanghai,Beijing,Jiangsu and other eastern regions,the investment in scientific and technological innovation,the level of science popularization in colleges and universities is significantly higher than that of other regions,and the central region is adjacent to the eastern region.It has undertaken the responsibility of agricultural production in the eastern region,and the state’s investment in agricultural science and technology innovation has continued to increase,and its efficiency of agricultural science popularization innovation has also increased year by year;From the perspective of scale efficiency,many places in the country show a trend of increasing scale returns,indicating that the scale of national innovation input and output is more appropriate,among which,the scale efficiency and effective value in the eastern region are the closest to the effective value,which is the result of long-term emphasis on scientific and technological development,the western region due to the national policy support and continuous strengthening of scientific and technological development,scale efficiency continues to improve,the central region from the overall scale return is the lowest,after that should continue to strengthen its attention;From the perspective of comprehensive technical efficiency,the comprehensive efficiency value of agricultural science popularization innovation in 31 provinces(autonomous regions and municipalities directly under the central government)in China showed a rising trend,and the eastern and western regions were significantly higher than those in the central region,showing a "V-shaped" distribution;From the perspective of the change trend,the resource allocation level of 31 provinces has been significantly improved,but there are still shortcomings and need to be continuously improved.(3)Based on literature research and related theories,seven indicators with high correlation with the efficiency of agricultural science popularization innovation were screened,and through the analysis of path analysis model and parallel intermediary model,the results showed that the number of domestic invention patent applications accepted and the number of ordinary colleges and universities had a direct impact on the efficiency of agricultural science popularization innovation,and the permanent population,local financial science and technology expenditure,local financial expenditure on agriculture,forestry and water affairs,domestic patent application acceptance,and agricultural product production price index had indirect effects on the efficiency of agricultural science popularization innovation.The results of the analysis of the mediated parallel effect model show that in addition to the above main influencing factors,there are some factors that affect the innovation efficiency of agricultural science popularization.(4)Taking Hezhuangping Town,Baota District,Yan’an City as a case study to analyze the current situation of the "Xinong Model" serving the localities,the connotation of the "Xinong Model" was studied,the service mode of one site,two teams,three paths and four bases was analyzed,and the seven major results achieved were analyzed by the "Xinong Model" serving local cultural skills training,technical equipment promotion,talent development think tank and achievement experiment and demonstration functions,and the results showed that the model had a good effect on serving agricultural science popularization and could be promoted to more regions as a sample of Xinong.Serve rural revitalization.
