Study On The Quarantine Supervision System Of China

Because of trade barriers of the developed countries, our country's export of animal products has always been hampered since China participate into the WTO, and, what's more, major animal food safety incidents happened repeatedly, the public concern more about the animal and animal products'quality and public health issues. With the veterinarian management system reform continued to advance, the animal inspection supervision in China has made a great progress, but still have gap with the developed countries. In order to improve the situation, we must study the animal health supervision system of the international organization and developed countries systematically.Through the collection of information and domestic field research, in this paper, we study the relevant provision about animal heath supervision system of international organization and developed countries'animal inspection supervision system in aspects of organization setting, function setting, personnel, operating mechanism and security system. Then use the method of comparative study, analysis and find the main problem in chinese animal quarantine supervision system, draw lessons from the developed countries'advanced experience, perfect chinese inspection supervision system and finally form the supervision mode that risk management-based, standardization, process control.The thesis will help to design more effective animal inspection system and integrate with international. It's significant for raising the level of animal health supervision, improving the safety of animal and their products and protecting the public health security.
