Precision Agriculture is the developing trend of agricultural Informatization System. It based on the "3S" makes agriculture management more accurate and reasonable. "3S" is the key technology of Precision Agriculture.The Precision Agriculture technology has been formed a system abroad, but in domestic it has been not yet. The research experiences were summarized in this paper for all the world and the construction and management of Ecology Village were introduced based on"3S".Soil attribute is the key information for Precision Agriculture. How to obtain the information were introduced in this paper, such as sampling, classify the samples, analysis of the soil samples etc. The soil database was established. Then it was connected to the system by database connection technology.Spatial data is the key element in the spatial information system, the quality of data is very important. The data of CAD (Computer Aided Design), TM (Thematic Mapper), GPS were used in this study. By GIS software, the data were placed into the spatial database.Several development methods were compared in this study, and ComGIS was chosen to use in secondary development because of its high efficiency. In the development, MapXtreme was used instead of MapX. And Visual Studio.NET was used to be programming language.System design and realization are the main parts in the study. It was introduced in detail for that Structure design, database design and function realization of Ecology Village Management Information System (EVMIS). .NET Framework and ComGIS were used for the Windows GUI. The main function of the EVMIS was designed by MapXtreme and the basic function by Visual Basic.By the example of Thematic Evaluation and Variable-rate Fertilization, EVMIS application was introduced. The spatial variability of soil data was discussed by Thematic Evaluation in FULIN Village. Variable-rate Fertilization is the important function in Precision Agriculture and it was used to the rice field of FULIN Village.
