Water and soil resources are the basic component of the ecological environment, they are the material basis essential to human survival and development. With the rapid population growth and socio-economic development, the supply and demand of water and soil resources has become an increasingly prominent issue, the deterioration of ecological environment is worsening, soil erosion is an important factor in the deterioration of ecological environment.In order to reduce the soil erosion and improve the utilization efficiency of water and soil resources, the optimal allocation and comprehensive benefit evaluation of water and soil resources is imperative.This article relies on the research of water and soil resources conservation demonstration project in Shaanxi Province," Utilization of Runoff technology in southern shaanxi",on the basis of reviewed relevant literature, the status and distribution of water and soil erosion in China were analyzed,current situation in China and distribution of soil erosion are analyzed, discussed the necessity in the optimal allocation and comprehensive benefit evaluation of water and soil resources.Based on the Linear Programming and Fuzzy Mathematics, discussed the theory and method in in the optimal allocation and comprehensive benefit evaluation of water and soil resources,and apply it to the optimal allocation and comprehensive benefit evaluation of water and soil resources in Da nangou small watershed of Danfeng County. Obtained the following research results:(1) The configuration project of water and soil resources as the evaluation object,discussed the feasibility of using the Fuzzy Comprehensive Evaluation to evaluate the comprehensive benefits of the configuration project of water and soil resources,and discussed the theoretical basis, evaluation content, target selection principles, evaluation methods and the evaluation steps.(2) "The configuration project of water and soil resources" is the evaluation object of the comprehensive benefit evaluation of the configuration project of water and soil resources in small watershed, Therefore, this paper discusses the possibility of using GIS (geographic information system) and linear programming method to obtain the configuration project of water and soil resources, Elaborated the theory of linear programming and Simplex method in the method,Discussed the method of the construction of a mathematical model,for example,the decision variables, objective function and constraints, Finally achieved the construction and computer Solution of mathematical models.(3) Applications for the Da nangou small watershed of Danfeng County, By constructing and solving the linear programming model of the configuration project of water and soil resources in Da nangou small watershed, Obtained several configuration project of water and soil resources, Then apply the fuzzy comprehensive benefits evaluation method for evaluating the several configuration project of water and soil resources, Determine the configuration project " the amont of runoff resources determine the number of basic farmland " and "not planning dry terrace, planning economic forest " is the Optimal. The result of Application cases proved that this paper discusses the use of GIS and linear programming and fuzzy comprehensive evaluation method to the optimal allocation and comprehensive benefit evaluation of water and soil resources is feasible, With some significance of reference and promotion.
