Water and land resources are the basic sources of human life and production. With the development of increasing population and rapid economic, human use of water and land resources increasing breadth and intensity, they has become an increasingly sharp competition among all industries and departments. so the problem of ecological environment bring from the contradiction has become more obvious. In this case, how to restrain the damage of Eco-environmental and how to meet the needs of a variety of water and land, has become very important.This article relies on Soil and Water Conservation Research Demonstration Project in Shaanxi Province—Technology Research on Runoff Use on the slope Surface in the Southern Shaanxi, described the broad and domestic research situation on optimum allocation of regional water-land resources on the basis of large number of documents around the world. It choose "grey correlation method analysis of water-land resources program research in small watershed" as its topic, starting from the basic theory, methods of grey correlation analysis, investigate optimization theory and methods of water-land resources programs, study that optimized theories and methods, and explores the evaluation and possibility effected by grey correlation analysis of water-land resources programs in Small watershed, as well as apply to the program selection, evaluation to water-land resources programs in the small watershed of hujiagou in Ningqiang County. The main achievements of this study are as follows:(1) In previous studies, the water and land resources are mostly studied separately and their study as a whole is relatively rare. This article will combine water and land resources to study their optimal allocation of the space.(2) This article focuses on feasibility, methods and procedures of gray correlation analysis in water-land optimum allocation program. The studies suggest that the gray correlation analysis of gray system theory is feasible in the evaluation and analysis of effectiveness of several small watershed water-land allocation programs and the best option is available.(3) The optimal object of grey correlation analysis is the configuration program of water and land resources. This paper studies the acquirement theories, methods and procedures for it, using the linear programming to obtain a variety of configuration programs of water and land resources. Meantime, in view of the local slope types, it determines the decision variables, constraints and the value coefficient needed for calculation model. Then build models and try to find the solution by using the simplex method, which can result in multiple configuration programs. It provide the Gray Correlation Method with subjects to analyze and evaluate.(4) Hu Jiagou Small Watershed in Ningqiang County is a case. The results of the study will be applied to the production and optimal selection of multi-program of water and land resources, which proves that the results is effective. The research results of this article is feasible and can be used as the mirrior of sheet flow in Rocky Mountain areas.
