Study On The Current Situation Of Human Resources In Tuberculosis Prevention And Control System In China And The Allocation Standards

Objectives: To know the current situation of the human resources in tuberculosisprevention and control system in China, discuss the allocation method about thehuman resources in tuberculosis prevention and control system for the sake ofachieving the human resources optimized allocated.Methods: Use the method of stratified random cluster sampling, extract 6 provinciallevel, 15 district level, 51 county level organizations of tuberculosis prevention andcontrol and their staffs. Combined both qualitative investigation and quantitativeinvestigation, full use of the existing database, find out the human resources'quantity and distribution, and analyze their work loads, discuss the method ofallocation about the human resources in tuberculosis prevention and control systemin China.Results: 1. Only Tianjin provincial level organization of tuberculosis prevention andcontrol achieved the 02 edition "Guide" standard in the investigated provincial levelorganizations. In 3 provinces,all the district level organizations did not achieve thestandard, at least 40.1% county level organizations had not achieve the standard.Also the phenomenon of part-jobs was serious, there were 27.8% people whoengaged in the tuberculosis prevention and control also hold part-jobs.2.The human resources in tuberculosis prevention and control system had a 5.56%yearly increment in average during the year 2001-2005,but different places grewdifferently.3.The provincial level, the city level, the county level organizations of tuberculosisprevention and control which subordinate to the CDC had 20.4, 6.3 and 7.7professionals, much less than other types organizations;Each level of organization in the West had less human resources than the East and the Middle.4.Each health professional served 129,000 people in average in Zhejing province, but this number was only 23,000 in Heilongjiang and Qinghai province; The provincial level organization served population differs reach 22 times between Tianjin and Hubei Province; The city-level peole who prevent and control tuberculosis served less population in the Middle than in the East and the West. The county level peole who prevent and control tuberculosis serves less population in the East than the West and the Middle.5. Peole who prevent and control tuberculosis in the West served much more areas than the Middle and the East regardless of which level.6. Both the three level people who prevent and control tuberculosis served more townships in the West than in the East and the Middle.7. Each tuberculosis technical personnel was responsible for 27.18 tuberculosis patients, in the East the number was only 20.48; tuberculosis technical personnel in Sichuan and Zhejiang in charge of the most tuberculosis patients, respectively is 45.4 and'43.5.Conclusions: 1. The human resources of tuberculosis prevent and control in China was insufficient, grow slowly.2.The distribution of the human resources of tuberculosis prevent and control was not to be balanced, the regional disparity is big.3. The human resources of tuberculosis prevent and control had different work loads in different place.4. The human resources' disposition standard system should consider each kind of factor that influenced, to increase the implementation compatibility and the feasibility.Policy suggestions: 1. Government's recognition and the policy environment support are the keys in the manpower disposition .2. Clear about the standards, the responsibility and step by step implementation.3. The stable staff, increasing abilities are the urgent matter to the human resources in the tuberculosis prevention and control system. 4. The human resources in medical organizations was the important strength in thetuberculosis prevention and control.
