Countermeasure Dicussion On Improveing Farmers' Quality Of Benefit Under The New Rural Cooperative Medical System

As the primary form of the rural medical security system, the new rural cooperative medical system is a importance method of medical security to achieve social justice, protect the basic health rights of farmers at the present stage. Farmers are the subject of the new rural cooperative medical system. The purpose of the new rural cooperative medical system is to ensure that farmers can obtain a benefit from it, and to provide the basic medical security for farmers. The new rural cooperative medical system has now operated for almost five years since it was experimented in 2003. After five years of operation and development, the new rural cooperative medical system has achieved certain results, the coverage of farmers has increased, the rate of participation has increased, the compensation and expenses for each beneficiary, and the beneficiary of the compensation funds also increase. But this is the only external appearance, the farmers'quality of benefit was affected with the always attention about "coverage" and "rate".That"quality of benefit"is the new rural cooperative medical system in general characteristics and features, and based on these general characteristics and features to meet the basic health needs of the farmers. At present, there is no relevant research about "quality of benefit" of the farmers under new rural cooperative medical system. And this paper believe that the "quality of benefit" of the farmers can best reflect the operation performance of the new rural cooperative medical system, beacause the new rural cooperative medical system is aim to ensure that farmers can obtain a benefit from it. So research on how to ensure the "quality of benefit" of the farmers is of practical significance.On the basis of systematic principle, by combining the method of reasoning from logic and literature analysis together, this paper dissects each link in the new rural cooperative medical system at first, finds out the factor influencing farmers'quality of benefit among them; Then analyzes the problem existing in each influence factor of farmers' quality of benefit; Then, with the systematic view, overall, points out policy suggestion of macrocosmic, in the hope of improving the farmers' quality of benefit, using health resources high-efficiently and rationally, promoting the healthy development of new rural cooperative medical system, offering the medical security for a long time to farmers.This paper finds out: each influence factor of farmers'quality of benefit dosen't exist isolatedly, they are interacting, influencing each other, any piece or several existence or change can influence factors among them. The problems existing in each influence factor does not exist isolatedly too, it is not then that we could solved out the problems with a simple, single method. The centre and the root of solving these problems is to change, improve government's function at all, then maintain the whole health care system runs healthily and high-efficiently, use the health resources high-efficiently and rationally, and farmers'quality of benefit can be ensured finally.
