Study On The Fund Operating Mechanism Of The New Rural Cooperative Medical

The new rural cooperative medical system is a new system which is established by our government and party in order to solve the problem of the farmers′illness. The new rural cooperative medical fund as the primary links and basic material promise is related to the fundamental interests of the majority of farmers.Therefore,how to organize carefully and operate well the fund and how to establish the fund operation mechanism,including the financing, compensation and supervision mechanism,that be adapt to the local socio-economic development is very important.It is of great significance to promote the sustainable development of the new rural cooperative medical system,to solve problems of farmers illness returning, thereby promoting social harmony and stabilityBased on investigation and analysis,this paper draw the following conclusions:(1) Since the new rural cooperative medical of the Laoshan District, Guangrao County and Linyi County experimental worked in 2003, the system has been basically built up through continuous improvement and development.The rates of the participation of farmers raise further;With the continuously rise of the level of government financial assistance, the subsidies to farmers reached to a higher level,the benefit range of farmers expanded;The infrastructure of the primary health care units and the medical treatment of the farmers all continuously improved.In short, with the implementation of the new rural cooperative medical system, the phenomenon of thefarmers′illness had been effectively alleviated.(2) Through the establishment of models for funding levels,and analysed the three counties the finicing level,we can see that although the finicing level had been continuously improving, there are still many problems: the current funding level is still far solve farmers difficult medical treatment; the lack of fairness of funding, and so on. So this paper proposed that the financing mechanisms shouid be established to be a government grant-based, supplemented by the farmers pay. The more reasonable proportion of the funding between government and farmers should be 5:1; To meet the basic medical needs of farmers, the government should identify scientific and reasonable funding levels, the government financial assistance may be increased to 120 yuan.(3)Throughan analysis of the situation of the fund compensation model, the compensation package and the compensation for farmers of the three counties,we can see that there are the following questions: First,the compensation package was unreasonable, such as the payment of the compensation package was unreasonable; the compensation package inconsistented with the practices of farmers;the payment procedures was complex and cumbersome.Second, in the process of the fund compensation, there is a large number of families account fund precipitation; medical institutions influenced the fund operating efficiency.so we proposed the further policy proposals of the compensation mechanism. We recommendated that the compensation ratio should reach 50-60 per cent level to to the 2010.(4) The regulatory management of the fund still existed such problems as the unreasonable management system;the vacancy of the participation of the farmers in the management of the fund; the more extensive monitoring, and other issues. Therefore, straightening out the medical insurance management system, strengthening the construction of the system and the supervision of the fund; enhancing the management capacity are the important measures which we should be taken.
