Empirical Study Of New-type Rural Cooperative Medical System In Shandong Province

It's the main content of building our new socialist countryside and building well-off society to establish the rational and perfect rural medical security system and improve the level of rural health care. It also has great significance to solve the problem of peasants'getting poverty and poverty reinstatement due to illness. There are 134 counties(cities,districts) with agricultural population that all carried out the new rural cooperative medical care in Shandong province, and established the new rural cooperative medical care system one year earlier than the national schedule. Whereas, the pilot work of the new rural cooperative medical care in Shandong province still exists some potential weak links, such as the difficulty and high cost in the fundraising, lacking in the operation of funds, urgent need in improvement of the medical conditions, the expensive medical fees, the improvement of compensation scheme, and the miscellaneous procedure, etc. Besides, there is lack of some institutional security that will probably turn from"the potential weak links"to the realistic problems or the developmental barrier, even the"obstruction"of the new rural cooperative medical care.This thesis is studied by combining the positive analysis and normative analysis, qualitative and quantitative research, contrastive and predicted research and theoretical research together with spot investigation, also, by analyzing the history and present situation to evaluate the effects of the new rural cooperative medical care scientifically. Moreover, this thesis puts forward to publicize deeply and improving the peasants'willingness of joining in the new rural cooperative medical care. It gives some advice such as improving the fundraising system to afford sufficient fund security, bringing into the system management to ensure the standard operation, promoting medical reform and improving the medical services and compensation scheme, and strengthening the activity of sustainable development. Hope all of that may push the pilot work of the new rural cooperative medical care efficiently and advance the development of the new rural cooperative medical care.
