Emergency Response Capability Investigation On Chinese Disease Control And Prevention Institutes In Acute Poisoning Accidents

With the frequent occurrence of positioning accidents, acute poisoning accident has become an outstanding public health problem. At present, study to the emergency response capacity of the domestic and foreign health agencies is still in initial stage. To understand the current situations of the emergency response capability of Chinese disease control and prevention institutions in poisoning accidents, taking the emergency demands of the acute poisoning accidents as the start point, in ways of multi-stage stratified sampling method, adopting questionnaires, this article surveyed the current situations of the disease control and prevention institutions' poison inspection capability in acute poisoning accidents, as well as individual protection capability.The main study content contains two parts: (1) To understand the personal protection emergency response capability of the disease control and prevention institutions in acute poisoning accidents, including protective clothing, respiratory protective devices and other personal protection equipments and application situations, personal protection knowledge of the poisoning prevention and protection staff. (2) To understand the poison inspection capability of the disease control and prevention institutions in poisoning accidents, including implement situations of the common poisons inspection work, poison inspection devices in labs and fast inspection equipments on site, as well as the basic poison inspection knowledge of the poisoning prevention staff.It is found in the study that, (1) the personal protective equipments of the disease control and prevention institutions have been marked improved in recent years, the prevention awareness were increased, however, according to national requirements and actual work demands, the current personal prevention emergency response capability does not comply with the task which should be taken by disease control and prevention institutions in poisoning accidents, there are still many problems such as absolute shortage of equipments existing with errors, lacking for effective personal protective devices management system, parts of agencies pay not enough attention to personal protective devices and equipments, commonly lacking for relevant knowledge about site personal protective devices in poisoning prevention staff; (2) The disease control and prevention institutions have had certain poison inspection capability in acute poisoning accidents, however, according the national requirements and actual work demands, the current poison inspection capability in acute poisoning accidents does not completely comply with the poisoning urgent tasks which should be taken by the disease control and prevention institutions, there are still many questions such as unbalanced lab poison inspection equipments configurations, obvious equipment shortage in basic institutions and relative economic backward areas, lacking for on-site fast inspection equipments, inadequate implementation of common poison inspection work, imperfect lab quality management system, poisoning prevention staff commonly lack for basic on-site poison inspection knowledge, poor professional skills of inspection staff and so on.Based on the survey results, national and disease prevention and control institutions are suggested to enhance the storage of personal protection devices and other emergency supplies, as well as capability storage, to take some efficient measures including adopting funds insurance mechanism, establishing correspondent standards and specifications, storing correspondent emergency supplies combing the poisoning accident situations of various areas, setting up professional emergency poisoning teams, so that to instantly increase the emergency response capability of disease control and prevention institutions in acute poisoning accidents.
