Recently,with the increase of the number of patients in the comprehensive hospital of our country,the accidents has caused a lot casualties and property losses,so the emergency construction has become the focus of attention of the comprehensive hospital.This paper analyzed thirty accidents in the comprehensive hospital of our country between 2005and 2015,including accident types,possibilities,causes and losses.According the results and the fact,risks of the comprehensive hospital are identified from four aspects which are human,machine,environment and management,and the vulnerability of hospital are analyzed by HVA method,which result is that fire accident has the highest risk.So the as evaluation system of emergency capability assessment of the comprehensive hospital should focus on fire fighting capability.Evaluation system of emergency response capability of the comprehensive hospital selects the four process of emergency that including Prevention?Preparation?Response?Recovery as the first level indicators,and it revised assessment index of our country's city emergency capability as the two level indicators,then using Capability Assessment for Readiness and G1 method for qualitative and quantitative evaluation respectively,which will provide a theoretical basis for establish of the comprehensive hospital's emergency response capacity.Finally,Beijing A Hospital and B Hospital is analysed as an example to evaluate the emergency response capability.As the shortcoming,the check and action ability of Hospitals should be improved,and there are many suggestions to improve all emergency capability.
