In view of most people , cultural capital is one kind of cultural resources which can increase the value effect or culture value accumulation in the form of wealth. Thus, not all of the cultural resources has the capital attribute, only the part of cultural resources which has experienced society's transaction, circulation, services etc. and met or guided people's needs by cultural products, resulting in an incremental effect is called the real cultural capital, related to the Culture Industry. Ethnic culture is the combinations of history and resources which embodies historical value and practical value. So, the capitalization of ethnic cultures has great practical significance.Guangxi is famous for its richly colorful ethnic cultural resources. Twelve ethnic groups live here harmoniously generation by generation, creating together many splendors, rich and colorful ethnic culture. Owing to the relatively backward status of Guangxi economical level, vigorously developing the ethnic culture industry may well be one of good paths as economically underdeveloped regions playing to advantages to achieve catch-up. Cultural industry has all kinds of forms, as usual, it is divided three kinds nine items. The paper chooses the third kind that provides the cultural added value for other commodities and industries and elaborates mainly cultural tourism, festival celebration and handicraft exhibition industry development. It is the three items that stand for the highest level of Guangxi ethnic culture development. They have not only created public wealth, increased in job opportunities, protected and inherited the ethnic culture but also promoted their own value cultivated the innovative spirit of the participants by processing the original work. All of these will provide the precious experience for other districts.The rich and distinctive ethnic resources transforming as the practical productive forces must be supported by governmental policies, because the policies have important roles in cultural industry development. This effect can be summed up four aspects, that is, speeding up the development of cultural industry, guiding structure adjustment of cultural industry, regulating competition order and upgrading the regional competitiveness of industry. In recent years, the development of ethnic cultural industries has received increasing attention, Guangxi Autonomous Region government has released the massive policies and measures and specific rules to promote and regulate the healthy development of cultural industries. Looking at the effects from the recent policy, the governmental policies have played an important role for the ethnic cultural industry. But undeniably, our region's culture industrial policy's practice also has some shortcomings, which need to start with reform of cultural system, reform system, activate mechanism, simultaneously we can learn from the experiences of the advanced parts of the cultural industry, such as Yunnan.
