Research On Capitalization Of Cultural Tourism Resources In Ethnic Villages

With the deepening of the integration of culture and tourism,tourism in ethnic minority villages with ethnic culture as the main attraction and rural scenery as the basis is increasingly favored by tourists and rapidly developing.It has played an important role in promoting economic growth in ethnic areas,driving villagers out of poverty and becoming rich,and promoting ethnic culture.However,looking at the current state of tourism development in ethnic villages,there are generally problems of insufficient development funds,the phenomenon of "small,scattered,chaotic,and bad" development,weak tourism attraction and weak market competitiveness.And most of them also have prominent problems such as large conflicts of interest subjects,insignificant benefits to villagers,ineffective poverty alleviation,ecological destruction and ethnic cultural variation.The sustainable development of tourism in ethnic villages is severely challenged.Based on the fact that the existing research fails to completely solve the above problems from the root cause,this study proposes a systematic solution to the problem with the capitalization of cultural tourism resources as a breakthrough: Break through the current substantial obstacles such as the definition of the property rights of cultural tourism resources of ethnic villages and the evaluation of economic value,and promote the conversion of ethnic cultural tourism resources to tourism capital,so that villagers can participate in tourism development and obtain corresponding capital rights through the investment of ethnic cultural tourism capital.On this basis,build a joint-stock cooperative development and operation mechanism system based on the constraints on the input of property rights to resources,give full play to the resource allocation function of the property rights and the incentive and restraint function,promote the efficient combination of high-quality ethnic cultural tourism resources and industrial capital,and ensure the legality of various investment entities Property rights and interests,as well as clarifying their respective responsibilities and obligations,reduce conflicts of interest,curb short-term behavior,and promote the healthy development of tourism in ethnic villages.This study aims to realize the capitalization of ethnic cultural tourism resources,and uses theories and methods such as property rights theory,resource capitalization theory,cultural capital theory,value theory,and asset pricing models.Carry out systematic research around the evolution mechanism,operation process,transformation path and implementation mechanism of capitalization of cultural tourism resources.Focusing on the practical obstacles of capitalization operations — the in-depth discussion of the theory and methods of defining property rights and assessing economic value of ethnic cultural tourism resources,with a view to systematically construct the theory and method system of cultural tourism resources capitalization,and provide reference for the practice of capitalization of cultural tourism resources in ethnic villages.The main research contents and conclusions are as follows:First,make an in-depth analysis of the cultural tourism resources,assets,and capital's essential attributes,internal connections,transformation drivers,and evolutionary mechanisms,reveal the necessary conditions and feasibility of capitalization of cultural tourism resources in ethnic villages.It is defined that the capitalization of ethnic cultural tourism resources means that the owner or holder of ethnic cultural tourism resources regards it as a special form of capital to invest in tourism economic activities for market development and operation,the process of obtaining economic benefits and realizing capital value appreciation;It is pointed out that the clear property rights of ethnic cultural tourism resources and the economic value can be reasonably evaluated are the necessary conditions for capitalized operation.Second,in-depth analysis of the operation process,transformation path,realization mechanism,and major obstacles of the capitalization of ethnic cultural tourism resources,and systematically constructing an operating system of capitalization of cultural tourism resources in ethnic villages.Clarify the realization mechanism of cultural tourism resource capitalization:value appreciation is the goal,property right confirmation and economic value assessment are the prerequisites,marketization is the foundation,assetization is the process,productization is the means,and capitalization is the result;point out that the transfer of property rights transactions and asset securitization are the two basic paths for capitalizing cultural tourism resources;It is pointed out that the difficulty in defining property rights caused by the defects of the legal system of cultural tourism resources and the difficult evaluation of economic value caused by the defects of evaluation methods and technologies are the main obstacles to the current capitalization of cultural tourism resources in ethnic villages.Thirdly,the main obstacle to the capitalization of cultural tourism resources in ethnic villages is defined—the definition of property rights,and a theoretical model for the definition of cultural tourism resources property rights is constructed.It is pointed out that the definition of property rights of cultural tourism resources includes the definition of the subject of property rights,the content of property rights and the object of property rights.The cultural tourism resources of ethnic villages are divided into four main categories,and the main bodies of the original property rights(ownership),management rights,and income rights of each category of cultural tourism resources under the four major categories are clearly defined.Fourth,it studies another obstacle to the capitalization of cultural tourism resources in ethnic villages: the methodological system of economic value assessment,and constructs a twolevel and two-stage economic value assessment model of cultural tourism resources in ethnic villages.The first level is to evaluate the total economic value of cultural tourism resources in ethnic villages,and construct a revised valuation model of the present value of future income based on a survey of consumer willingness;In the second level,the cultural tourism resources classification(sub-item)is evaluated,and an expert weighted valuation model based on the hierarchical structure analysis method is constructed.Fifth,the case study of cultural tourism resource property rights definition and economic value evaluation model.Nuohei Village,a characteristic village of the Yi nationality in Yunnan Province,was selected as a case point for model testing.The results show that the theoretical model for defining the property rights of cultural tourism resources in ethnic villages and the model for measuring and evaluating economic value constructed in this study are highly scientific and practical.At the same time,the basic theories and methods of capitalization of cultural tourism resources are used to analyze the cultural tourism resources of Nuohei Village,and the specific path and method of capitalization operation are designed for it — equity operation mode,and the specific ideas of productization are put forward.The value of this research lies in the systematic and in-depth discussion of the theory and method system of capitalization of cultural tourism resources in view of ethnic villages,which are typical cultural tourism resources in China.There are three main theoretical and methodological contributions:First,this study is a systematic study of the integration of resource capital theory and cultural capital theory in the field of tourism.It systematically explores the mechanism,mechanism,path and obstacles of capitalization of ethnic culture as a tourism resource.It enriches and extends the theory of resource capitalization and the theory of cultural capital,and also has practical reference value for how to fully exploit and utilize the value of national culture in the development of tourism in ethnic villages to promote economic development in ethnic areas and effectively protect national traditional culture.Second,this study scientifically classifies cultural tourism resources of ethnic villages and constructs a theoretical model of property rights definition,which is of theoretical and practical significance for advancing the reform of the property rights system of cultural tourism resources and the capitalization of cultural tourism resources of ethnic villages in China.Thirdly,this study builds two levels and two stages of economic value assessment models for cultural tourism resources of ethnic villages,and expands and enriches the research ideas and research results of the cultural tourism resources capitalization measurement system.
