Chifeng lies in the east of Inner Mengolia, and cross northeast and north China. The main two kinds of dialects in Chifeng area is Mengolian and Chinese. Chifeng dialect is one of the subbranches of North Madarian group. And there are some similarities and differences between Chifeng dialect and Putonghua in initials and finals. The differences not only appear in the communication of Chifeng locals, but also in the learning of English phonetics. What's worse, the local accent has some effects on the learning of English phonetics. Therefore, to study the problem is currently an important issue facing the English teaching. Language transfer is the process of second language acquisition as a common phenomenon, that the behavior has been learned on the way to be generated by acquisition facilitate or hinder the effect, which divided into positive and negative transfer. In order to improve the pronunciation of the students who come from Chifeng area, the English teachers should pay more attention to RP learning on the influences of local accent, and get to know the characteristics of the sound system of Chifeng dialect and those of in RP.At first the author gave a brief account of the Chifeng sound system, and divided them in details. Contrastive analysis is chosen here to do the study. Get clear realization of the similarities and differences through comparing Chifeng dialect with Putonghua. Besides that, get to know the realization of the influences of Chifeng local accent. Definitely know their characteristics. The comparison of Chifeng dialect and RP consonants is mainly through the place of articulation and manner of articulation. Both of them has voiced and voiceless consonants. The aspirated and unaspirated consonants perform the function of Chifeng dialect which is different from RP consonants. In terms of the monophthongs, with three aspects as the position of tongue, tip of the tongue and blade of the tongue are described. Chifeng dialect and RP vowels are quite different in classification, distribution, blade of the tongue, length and tension of the articulators. In addition, the author attempts to describe the spectrogram objectively through the comparison of two languages to identify easily confused between them of phoneme features to help students grasp the more accurate English pronunciationThe author analyzed Chifeng dialect sound system may exercise both positive transfer and negative transfer on RP learning, and discussed the reasons of negative influences, which includes articulatory habit, articulatory laziness and parallel transfer. Finally, proposed the feasibility advices by the analysis of the survey. The purpose of this study is to provide a theoretical reference for English language teaching from different dialect areas, in order to promote the local English teaching make a solid foundation for cultural exchanges, and to promote globalization and the spread of mass culture has some theoretical and practical significance.This essay is based on phonology, phonetics, basic theoretical knowledge that the author has mastered, thus try to do this topic of Chifeng dialect and English phonetics. However, as the knowledge and text limited capacity, coupled with the lack of basic material, this comparison does not fully describe the characteristics of the relevant sounds in detail. There is still some weakness of the thesis which the author should do more further research in the future.
