In the late capitalist society, not only does instrumental rationality monopoly the man's consciousness, but also the society is filled with economic crises, political crises and cultural crises. So the communication between individuals is systematically distorted. Meanwhile, Max's historical materialism can't be adapted to the changing situation. These negative factors force Habermas to re-establish historical materialism and establish the theory of communicative action for re-organizing the late capitalist society, avoiding of one-sided communication and establish World Citizen Community where there is no coercion, imparity and full of freedom, or called No Coercively Communicative Community.The article consists of three parts. Part One mainly presents the social and theoretical backgrounds of the theory of communicative action. The main contents of Part Two are composed of the concept of communicative action, the ways of realizing communicative rationality and social rationalization. The main contents of Part Three are composed of the author's appraisals about Habermas' theory of communicative action.The aim of the article is to make more and more people know about its soul, to forward China's construction of modernize and harmonious society.
