In recent years, a global Chinese Craze is rising all over the world. Many counties have begun its Chinese classes to promote Chinese language and culture, but each of them has its different policies and attitude towards Chinese language education. International promotion of Chinese language is a program which includes China as a promoter and other countries as recipients. The research of this paper is done on the basis of Chinese language education in the USA, and is focused on policies National Security Language Initiative from the US and International Promotion of Chinese Language from China.Former president of United States George W. Bush launches the National Security Language Initiative in January 2006, which brings cooperation among four federal departments US Department of Education, Department of State, Department of Defense and National Intelligence Office to expand critical languages education in the US, and Chinese ranks second among all the critical languages in this program. At 2005 the first World Chinese Conference, HANBAN in China brought forth a new term International Promotion of Chinese Language and planned to transform Teaching Chinese as a Foreign Language to International Promotion of Chinese Language. Confucius Institutes, as overseas Chinese promotion organizations, have developed in an amazing speed, and by the end of 2009, there are 243 Confucius institutes and classrooms all over the United States.This paper analyzes core-benefits of US and China's Chinese language education policies respectively, namely to maintain its security benefits and global leadership on US side and to enhance national strength, create a healthy international environment and promote human beings civilization and harmony on China side. The paper uses SWOT Analysis to analyze strength and weakness on two policies' strategy, promotion, finance, human resource and operations, as well as opportunity and threat, and later leads to the suggestions on both policies respectively. At last, compared two policies core-benefits and SWOT results, it suggests two counties reach a win-win situation by seeking similarities, putting aside differences, seizing opportunities, supplementing each other's strength and weakness, paying close attention to threat. This paper also makes suggestion how to have a sustainable development of International Promote of Chinese.
