It is undoubtedly that the end of Cold War is the earthshaking event for world history, and it is as acclamation and rejoicing as it seems involved and abstruse and enduring silently for the United States. The change from Truman's Containment Strategy to George Bush's Beyond Containment Strategy has made Soviet Union losing countenance softly in powers'competition, and as the result of it the U.S. take the success of values of democracy for granted in Soviet Union's collapse. The other side, the U.S. lacks external cause to develop nation's power in the condition of resisting the threats due to the termination of balance. The adversary's less superiority in nuclear weapons has made the U.S. offensive defense system got confused, not knowing which way to turn. Confronted with such circumstances, what kind of political decision should U.S. make? Taking the option on isolationism or pressing onward to the globalization? Acting on the aspiration of liberalism or abiding by realism's conviction? President George Bush gives the answer. The dissertation has got two clues, one mobile time of the end of Cold War, one dynamic variable of the concept of the U.S. national security in the process of globalization, and has made thorough inquiry into the process of how the national security strategy has made and the applicability of it.The dissertation consists of three parts:Preface: make illustration to the research status quo on the issue of national security in study object, content and academic community internal and external, and the purpose and significance of the mentioned issue.Main body: make concrete elaboration on U.S. national security strategy decision making process and effects of it. There are three parts in it:Part one: make historic investigation on the concept of security, security strategy, and the interpretation will be made from three aspects, section one, the division of the globalization; section two, the traditional concept of the national security; section three, non-traditional concept of the national security.Part two: the U.S. national security strategy decision making in George Bush administration (1989-1993) will be probed emphatically from four aspects. Section one, the national security mechanism in George Bush administration. Section two, the national security strategy in U.S. expectation: 1. the Beyond Containment Strategy; 2. the meeting of heads of U.S. and Soviet Union in Malta; 3. the National Security Strategy of The United States for 1990 coming out into the open.
