At the background of new international pattern of the First World War, at the beginning of the Russian Soviet established, they are at the situation of trouble of domestic and foreign. So Soviet adopted peaceful and friendly strategy to Iran. However, Reza Khan's came into power, he insisted "The Third Power Diplomacy", and introduced America and German force to reach balance. In1941 the Second World War broke out, Reza Khan's " The Third Power Diplomacy " brought disaster to Iran which also becomes turning point of the Soviet Union and Iran.In order to expel German forces of Iran on August 1941, The Soviet Union and Britain assigned troops to Iran, and Soviet Union kept troop in northern Iran.1941-1943, considering the whole situation of the World Warâ…¡, the Soviet Union adopted relatively stable wartime policy to Iran.1944-1947, the two countries relation becomes upset after experienced oil crisis and the Soviet Union's troop withdrew.During the 30 years diplomatic relations of tow countries, their diplomatic relations exchanged because of two countries national interests. For the two countries diplomatic is already imbalance in the beginning, Iran as weak side they always carefully safeguard their own interests. While the Soviet Union is a strong side, they did not get the interest of their want from Iran, whereas their strong diplomacy in Iran was ultimately failed, Iran drove away the Soviet Union, and achieved their country's territory and sovereign integrity. However, the Soviet's retreat in Iran resulted Iran lean to one-sided of U.S. This 30 years diplomatic relations is no winner's game between The Soviet Union and Iran.
