The Administrative Cadre Development And Training In Yan'an Period And Its Realistic Enlightenment

The civil service development and training is extremely important part of cadre development and training. It is a basic management function of government's personnel management system. As an important way to update their knowledge and skills, to enhance their quality, the civil service development and training is the needs to improve administrative efficiency and to achieve administrative objectives, the needs of building serving-oriented government, responsible government, government by law, clean government, and learning-oriented government. Cadre development and training in yan'an period has left a brilliant page in the eighty years'history of cadre development and training of CPC because of its grand scale, a complete cadre education system and fruitful results. Central Committee of the CPC pointed out at"Plan on development and training of cadres throughout the country in 2001—2005":"summarizing seriously and applying fully the basic experience have great meanings to do a good job to cadre develoment and training in the new century."Therefore, analyzing completely the administrative cadre development and training which is close to the civil service training system and summing up its historical experience are undoubtedly benefical to the development and training system of civil servants with Chinese characteristics today.This thesis is laid out according to"mastering theory, exploring historical materials, analyzing and solving problems".We in-depth investigate the traits of and sum up the basic experience of and analyse the historical deficiencies of the development and training of administrative cadres in Yan'an period basing on a brief review of development and training of administrative cadres in Yan'an period. In the development and training of administrative cadres in Yan'an period, a complete set of development and training system of administrative cadres under the CPC's great attention was formed; the style of study integrating theory with practice was persisted; the contents of education were suited to the revolutionary situation; the ideological and political education was strengthened; the variety of the method of education and study was focused on; the establishment of teachers ranks was strengthened in all sorts of ways, and so on. These are historical experience that is well worth making use of. Using these historical experience to guide today's education and training of civil servants is the ultimate goal of this article.In this thesis, we summarize systematically the characteristics and basic experience of development and training of administrative cadres in Yan'an period, draw an analogy between development and training of administrative cadres and today's civil service training, analyse profoundly significance of which today's civil service training should gain a great deal from the experience of the administrative cadre development and training in Yan'an, discusse the measures to comprehensively promot the work of China's civil service training. These measures include: devoting much attention to the training of China's civil service from strategy, which is a prerequisite for promoting this work in an all-round way, establishing a open training system, which is the road we must follow in this work, strengthening the ideological and political education, which is a fundamental guarantee for nurturing a civil servant who"has deep love for our country, is loyal to our people, scrupulously abides by his duties, is honest in performing his official duties", studying and offering scientific contents of training, which is the most important measure, bringing forth new ideas in the training ways, which is an important approach to enhancing the effect of training, having a team of high quality teachers, which is a necessary condition for successfully training civil service, attaching great importance to the practice of trainee, which is a key link in effective training, paying attention to the regulations of learning and checking, which is an important means to obtaining practical results, speeding up the establishment of the legal system, which will make the civil service development and training become more scientific and institutionalized, accomplishing the informationization, network, internationalization of the civil service development and training.
