Research On The Cadre Training Of The Kuomintang In Shaanxi Province (1941-1949)

Since the founding of the Kuomintang,the Kuomintang has attached great importance to the training of Party,political and military cadres.The Whampoa Military Academy is the origin of the training of Kuomintang cadres.In 1938,the Kuomintang Central Training Committee was established.It has a central training group under its jurisdiction,which is responsible for organizing the training work in various provinces.At this time,the Kuomintang pursued the policy of "saving the nation from the war of resistance" and pushed forward the new County system.Shaanxi Province is facing the problems of low quality of old cadres and small number of new cadres.Therefore,the cadre training in Shaanxi Province is urgent.In 1941,Shaanxi Province established the provincial local administrative cadre training group,which was guided by the Central Training Committee and the Shaanxi Provincial Training Committee and trained at the provincial,district and county levels.The Provincial Training Council is responsible for guiding the training work from a macro perspective,and the Provincial cadre training group,district training class and county training institute are responsible for the specific implementation of the training plan.The cadre training institutions at all levels screen the trainees and trainees from the aspects of age,educational background and experience.The more grass-roots level,the lower the comprehensive quality of teachers and students.The trainees come from the training and testing.The training target is on-the-job personnel,and the training target is non-on-the-job personnel.The training content is divided into three categories:general training,professional training and training implementation.Among them,general training is divided into three parts:political training,spiritual training and military training.Military training and military management are important contents of cadre training.During and after the training,the trainees will be managed by the training institutions.In addition to training,the distribution and counseling of graduates are also the focus of the work of cadre training institutions at all levels.Shaanxi Province's cadre training results and limitations coexist,its cadre training system is perfect,the scale is huge,the students graduate with excellent results,students and the Kuomintang have benefited from it.However,the short duration,poor methods and shortage of teaching materials restrict the effectiveness of training.The cadre training organs adhere to the principle of lenient access and lenient access,which leads to the uneven quality of graduates.Although the work of graduation counseling takes various forms,it costs a lot but lacks practical effect.In a word,Shaanxi's dry training has advantages and disadvantages,gains and losses,and can not be regarded as failure or success.The root causes are the financial shortage of Shaanxi governments at all levels,the chronic illness of Kuomintang internal organizations,the corruption of Kuomintang officials and the turbulent external environment.
