After the outbreak of War of Resistance against Japan,in order to meet the needs of "Anti-Japanese and National Instruction" and strengthen local autonomy,the Kuomintang of China established the Central Training Committee in 1938 to be responsible for the unified management of the national cadre training work,and formulated relevant training regulations and policies to regulate the cadre training in various regions.Gradually,a complete cadre training system has been formed from the central government to the local government.Cadre training has become one of the main ways for the Kuomintang of China to strengthen the party governance and the construction of grassroots political power.In February 1939,the Northwest Cadre Training Regiment was officially established,which was responsible for the training of middle-level cadres in various province such as Gansu,Ningxia and Qinghai,and also for the training of administrative personnel in Gansu Province.In 1941,it was transferred to be subordinated to the Central Training Committee and became a cadre training institution as the central level.The establishment of the Northwest Cadre Training Regiment aims to train cadres and talents loyal to the Kuomintang governance,enrich local society and transform local grassroots political power.In terms of organizational structure,the Northwest Cadre Training Regiment consists of regimental commander,the league attachment,the chief of education,the president of general affairs,the Education Committee and other institutions,with the special party department attached,the Northwest Cadre Training Regiment branch of Gansu Branch of The three people's principles Youth League consists of regiment headquarters,the audit and assessment committee,the Northwest Issues Research Office,the editorial office of the league journal and the graduate communication office.The recruitment and transfer procedures of trainees are relatively strict,and the trainees are mainly consists of the administrative cadres at the grassroots in Gansu Province.The training contents include: spiritual and political training,military training,business training,training implementation,etc.The training textbooks are unitedly compiled by the Central Training Committee.At the same time,the local textbooks shall be compiled according to the specific situations in the Northwest for the trainees to learn.Trainees carry out daily teaching and management,including learning progress,making learning plans,performance assessment,daily training and other contents.The assessment of trainees is mainly based on the content of training courses.In addition,after the completion of training,trainees will be distributed to the original unit or be promoted and demoted according to the training results.
