Amatya sen is not only a prominent economist, but also a great philosopher. He won the Nobel economic prize in 1998 because of his outstanding contribution to the welfare economics .The areas of his study contain economics,philosophy,politics,sociology and so on. Sen use the concept of philosophy such as rights,liberty,equality,justice and so on in his economics study. Sen's study comprehensively accentuates attention to vulnerable groups and"economics conscience"character. Sen combine economics with ethics in his study of welfare economics, has made many pioneering contributions.The first part of this article mainly introduces Sen's biography and his welfare economics thought origin. Among them,the economic ethics thought of Aristotle, Adam Smith's economic ethics,Marxist ideology, the western welfare economics thought, traditional Indian thought and the ideas of others were the important sources of Sen's welfare economic thought. Sen's main philosophical thought of welfare economics includes four aspects :right, equality, freedom and fair. Sen pointed that right missing is the root of famine,advocated the view of the distribution justice of basic ability equality. In fairness, he put criticism of the Rawls's and Nozick's theory .The philosophy of Sen's welfare economics has not only contains the significant features, but also has important theoretical and practical significance. Sen's research features include a comprehensive and integrated analysis; economic and ethical integrity; inherit unity and development; focusing on human development, pointing out that the human person is the goal; hitting the social problems; concerning national development and unity of the international development . In the contribution, he made a sharp and profoundly philosophical analysis on the value of standards, broadening the field of people; enriching welfare issues; promoting the economic framework of the Human Development Establishment; promoting the complementarity and integration of each disciplines; proposing interaction between economics and ethics platform - Capabilities method.The philosophy of Sen's welfare economics has a good inspiration on the development of contemporary China:it is conducive to China's anti-poverty issues; also benefit to the economy with Chinese cultural characteristics; Prompting us to realize that development should be people-oriented, focusing on the use of gross domestic product benefits (GDPW); in urban and rural relations, the government should play a regulatory role to further narrow the gap between urban and rural areas, and make the system innovation as the driving force to promote the welfare system.
