The people of Kiang ethnic minority belong to Xenia Dynasty survived on herding rather than farming. They began to learn cultivation influenced by Han people after migration to the south. However, because they were be trapped by natural condition and geographical position, agricultural production couldn't be developed well. After Kiang people founded the state and expanded their territory, ruling class has realized the value of land and supervised and urged reclamation in addition to building water resource facilities. Agriculture gradually became one part of Xenia Dynasty economy after applying advanced tools. There were so plenty of crops that barn were plumb earning. The article is about legislation of Xenia Dynasty including ownership of land, land administrative organ and grain distribution system, land rent system and water resources system. By analyses on advantages and disadvantages, this article is ready for pearls and pitfalls to modern development of west china.There are four parts in this thesis:Part one is introduction, which tell the base state and agriculture situation of Xenia Dynasty. This part makes it clear that there are barriers plus favorable conditions. There is significance of this article and train of thought is made known as well.Part two touches upon basic components of agricultural legislation of Xenia Dynasty, which is the keynote of the article involved the fruit of ownership of land, land administrative organ and grain distribution system, land rent system and water resources system. Via the discussion in detail, we have an overall acquaintance not only about the agricultural legislation of Xenia Dynasty, but also the vital function to the economy and political of Xenia DynastyPart three is involved in the evaluation on the agricultural legislation of Xenia Dynasty. First of all is the rationality of the legislations accord with the condition of the state. The rest is deficiencies through concrete cases.Part four is the enlightenment of agricultural legislation of Xenia Dynasty to the modern development of west china. By above-mentioned explanation, the beneficial factors have been refined to the development of west china as well as offering value pearls and pitfalls.
